Barry Interim Community Development Director DATE: September 9, 1997 SUBJECT: Circulation Improvements - Pleasant Hill BART Station Area SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS AUTHORIZE the Chair to execute letters to (1) the City of Walnut Creek requesting their formal review and position regarding the widening of Treat Blvd. eastbound from Cherry Lane to Bancroft Road; and (2) the City of Pleasant Hill requesting their formal review and position regarding the realignment of the North Main Street/Oak Park Blvd. intersection. FISCAL IMPACT No General Fund impact. Proposed circulation projects, if implemented, would be financed by Redevelopment funds, traffic impact fees, Measure C funds, or other non-County funds. BACKGROUND/REASONS FOR RECOMMENDATIONS A Traffic Study of the Pleasant Hill BART Station Area was recently completed. This study analyzed a variety of transportation improvements of both a vehicular and non-vehicular nature. The Traffic Study was undertaken by the County and the Contra Costa Transportation Authority. The Traffic Study received policy guidance from the Pleasant Hill BART Steering Committee, and technical guidance from a Technical Advisory Committee comprised of planners and engineers from the County, BART, Walnut Creek, Concord, Pleasant Hill, Walden District Improvement Association, Contra Costa Transportation Authority (CCTA), and Contra Costa Centre Association. With respect to roadway improvements, the Traffic Study recommended two projects: 1. The widening of Treat Blvd. eastbound between Cherry Lane and Bancroft Blvd. Most of this project is in the City of Walnut Creek; and 2. The realignment of North Main Street vertically at its intersection with Oak Park Blvd. to form a four-way intersection. This project is in the City of Pleasant Hill. The County is unable to undertake the implementation of these projects without the consent of the host cities. The proposed Amendments to the Pleasant Hill BART Specific Plan incorporate the concept of cooperating with these cities to implement the projects. On August 26, 1997, the County issued a draft Environmental Impact Report on the proposed Amendments to the Specific Plan which evaluates their traffic impacts. The DEIR has been prepared to provide the appropriate documentation to demonstrate compliance with Measure C-1988 requirements. The traffic evaluation is consistent with CCTA procedures on evaluating the regional traffic impacts of major development proposals. Compliance with the Measure C-1988 requirements for the subregional transportation mitigation program for Central County is also addressed. The cities will be encouraged to review the DEIR when preparing a response to the County's request. While the projects are in the Circulation Element of the respective cities' General Plans, it is not clear that the cities desire to see the projects undertaken. The positions of the two cities should be clarified before formal consideration of the proposed Amendments to the Pleasant Hill BART Station Area Specific Plan occurs. County Planning Commission hearings are expected early next year. The Draft Environmental Impact Report(DEIR)for the Specific Plan Amendments has been circulated for public review and comment. We look forward to receiving the City of Pleasant Hill's comments,and request that your city advise us whether you agree to the implementation of the proposed North Main Street realignment at Oak Park Boulevard project. Chapter IV,Transportation,of the DEIR includes an analysis of the transportation issues related to the Specific Plan,as well as an analysis of removing the proposed Southern Pacific arterial project from the Specific Plan and the County General Plan. Among the proposed improvements evaluated in the environmental report to address regional traffic is the vertical realignment ofNorth Main Street at Oak Park Boulevard. This improvement would provide the following regional benefits: • Improvement in the operation of the Treat-Geary-North Main intersection and Treat Boulevard between North Min Street and Oak Road; • Improvement in the operation of the North Main Street-Oak Park Boulevard intersection by replacing three traffic signals with one traffic signal; • Aesthetic improvement of the area through the creation of open space in the area occupied by the north access road;and • Provides an opportunity to reduce through traffic on Pleasant Valley Road. This improvement would not increase traffic flows on Oak Park Boulevard through the City of Pleasant Hill,nor induce additional north-south traffic along North Main Street. Funding for this improvement is available through Measure C. In view of the overall improvement to traffic circulation in the area afforded by the vertical realignment of North Main Street at Oak Park Boulevard,we request the city indicate whether it would support and sponsor implementation of this project. Should the city not want to proceed with the project,please indicate the basis for the position. Please be aware that the DEIR has been prepared to provide the appropriate documentation to demonstrate compliance with Measure C - 1988 requirements. The traffic evaluation is consistent with Contra Costa Transportation Authority(CCTA)procedures on evaluating the regional traffic impacts of major development proposals. Compliance with the requirements for the subregional transportation mitigation program for Central County is also addressed. We believe that the Treat Boulevard widening would afford an overall improvement to traffic circulation in the area, and we request the city indicate whether it would support and sponsor implementation of this project.
