CONTRACT WITH HINDERLITER, DE LLAMAS AND ASSOCIATES
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1. APPROVE and AUTHORIZE the County Administrator, or designee, to execute a
contract with Hinderliter, de Llamas and Associates in the amount of $9,600 and
15% of revenue received for Sales Tax Monitoring and Information-Services through
June 30, 2000.
FISCAL IMPACT:
The contract costs are based on two factors. First, a $9,600 flat fee for sales tax
information and technical assistance. Second, 151/6 of all revenue received by the County
as a result of a contractor's audit. However, the consultant will recover substantially more
revenues to offset the contract cost.
BACKGROUND:
The need for more detailed sales tax information is essential to revenue forecasting and
economic development planning. Revenue forecasting has been difficult over the years
because of substantial changes in revenue. A lack of monthly or annual revenue patterns
require a more in-depth analysis of sales tax revenue. The State Board of Equalization
provides monthly sales tax information to the County on computer diskettes, which is
extremely difficult to compile, summarize and print. Moreover, special computer
programming and a large capacity personal computer are necessary.

The revenue generating potential of various commercial firms is critical to economic and
redevelopment planning. This issue has been discussed several times at meetings of the
Finance Committee. The Redevelopment division of the Community Development
Department is a user of the data generated by HDL in its planning and analysis activities.
Finally, HDL was instrumental in working with the County to revise the regulations of the
State Board of Equalization to allow sales tax revenue to be allocated to the County and
the City from the Shell Clean Fuels Project.
