SUBJECT: CDBG Project Agreement for Rehabilitation of the Central County
Homeless Shelter
SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
AUTHORIZE the Deputy Director, Redevelopment, or his designee to
execute Community Development Block Grant (CDBG) Project Agreement 97-
02 with the Housing Authority of the County of Contra Costa to provide
$125, 000 in CDBG funds for Phase II of the rehabilitation of the
Central County Homeless Shelter.
FISCAL IMPACT
No General Funds are involved. Funds for this project will come from
FY 1997/98 CDBG funds provided to the County through the U. S .
Department of Housing and Urban Development.
BACKGROUND/REASONS FOR RECOMMENDATIONS
On April 8, 1997 , the Board of Supervisors approved the allocation of

County of Contra Costa (HACCC) for Phase II of the Rehabilitation
of the Central County Homeless Shelter located at 2047 Arnold
Industrial Way in the unincorporated area north of Concord. The
Central County Shelter provides emergency shelter and related
services for extremely low-income homeless County residents,
including seniors and disabled persons . The shelter has a 60-bed
capacity and serves over 350 homeless adults annually.
The Central County Shelter opened on an emergency basis in 1991
with temporary renovations pending resolution of litigation and
environmental issues . These issues were resolved, clearing the way
for the County to permanently locate the shelter at .its current
site. The shelter requires substantial rehabilitation in order to
complete its conversion to a permanent, cost-effective facility
with space appropriate for the provision of emergency housing and
related services . Based on funding availability, the HACCC
developed a phased rehabilitation plan:
o Phase I includes replacement of the heating and ventilation
system, installation of permanent bathroom facilities, and
construction and improvement of office, program, and dormitory
space.
o Phase II includes construction of a commercial kitchen for
onsite food preparation and training, a new dining and
multipurpose room, classrooms, and landscaping `and site
improvements .
Phase I is fully funded and will be completed in September 1997 .
The total estimated budget for Phase II is $446, 700 . To date, the
Housing Authority has been successful in obtaining the following
funds for Phase II :
City of Antioch CDBG $ 52 , 100
City of Walnut Creek CDBG . $ 23, 685
County CDBG $125,000
Total resources approved $200,785
Funding requests submitted to the Cities of Concord and Pittsburg
were not approved. Based on approved funds, Phase II has a current
gap of $245, 915 . The Housing Authority will request additional
funds from the City of Concord, the State EHAP Program, and private
sector donations .
As a result of the funding gap, the HACCC has divided Phase II into
the following two components : a) completion of the dining and
multipurpose room and classrooms, and drainage/site improvements;
and b) completion of the commercial kitchen, including all related
mechanical systems . Proceeding with the first component of Phase
II at this time has the following advantages : completion of all
improvements to the bathrooms, dormitory space, classrooms, offices
and multipurpose room will allow the shelter to operate without
further disruption from construction; and moving directly from
Phase I to Phase II provides cost savings resulting from the
continuity of the contracting process and construction. As a
result, the HACCC is proposing to use a portion of the currently
approved resources ( $158,990) to move directly into Phase II . The
second component of Phase II will be initiated as soon as
additional funds are approved (anticipated by February 1998) .
The total development cost of the Central County Shelter including
acquisition, rehabilitation and conversion is $2 . 6 million. CDBG
funds previously allocated to the shelter for acquisition and Phase
I rehabilitation total $696,000 . Including the additional $125,000
provided under the current allocation, the total CDBG commitment to
the Central County Shelter is $821,000 .
