I recently became aware of proposals by the Board of Supervisors to restructure the County
library system. I am a regular and enthusiastic user of the Central Library in Pleasant Hill. I am
also a strong supporter of an efficient and effective County library system. Based on the
information I have read, I am dismayed, even appalled, at the proposal and its likely
consequences.
The Central Library is reasonably centrally located to all users in the County. Moving it to site
in Concord or elsewhere would be extremely expensive and would not necessarily provide any
greater accessibility to most users. (In the case of Concord, it might make access harder.)
Dismantling the Central Library's centralized special collections and business resources and
parcelling pieces to individual libraries makes absolutely no sense in terms of cost or usefulness
to users of those materials.
I understand the City of Concord's concerns regarding the value it gets from the existing library
system compared to the share of revenues the City provides to support that system. However,
those revenues are, in many cases, generated by people who live elsewhere in the County and
who shop, eat, and do business in Concord. Those people are users libraries throughout the
City, not just the in Concord. They have a right to be assured that revenues they directly or
indirectly generate will be used to benefit them as County residents through support of the
County library system, and not just to benefit Concord.
I also understand the County's concerns about the supposed "under-utlization" of the present
Central library site from a revenue perspective. I would imagine that many library sites in the
County might be considered "under-used" from the point of view of revenue-generation
potential. The neighborhood around the Central Library is predominantly residential. I find it
hard to believe that the site has that much greater potential to be converted to significant
revenue-generating uses than most other library sites in the County. One might make similar
arguments regarding other properties with County operations or offices on them - many of these
presumably could be converted to commercial/revenue raising uses. Why pick on the Central
library?
In conclusion, my understanding is that the Board's proposal is being driven largely by political
concerns (from Concord) and some not-very-persuasive arguments from the County about the
Central library site. The issue is not whether the library system in its present form is inefficient
or overly costly and needs to be reorganized to address such concerns. The issue is whether
there is enough money to adequately support that library system, period.
I cannot see how the Board's proposal would improve that fundamental situation. In fact, it
would appear likely to make the problem worse. The multitude of costs involved in moving
books and collections, reassigning staff, potentially building whole new library buildings, would
be enormous - not to mention the indirect costs to users of those materials and services.
I would suggest that any proposal that would cost the library system more money, in order to
make changes that would be counterproductive to the system's efficiency or effectiveness, at a
time when there isn't even enough money to support the system decently as it is presently
structured, makes no sense to me as a taxpayer, citizen and avid library user. I respectfully urge
the Board of Supervisors to agree with that conclusion.

Dear Supervisors;
At a meeting of the Lafayette Historical Society Board last night, I was instructed to write
in strong protest to the proposal to disperse the special collections now located in the Central
Library. We are in full agreement with the Contra Costa Historical Society's similar stand on this
issue. This very ill-advised proposal would not only be a disaster for us history buffs but would
greatly inconvenience most of the other library patrons. We strongly urge you to reject this
proposal and find other more reasonable ways to upgrade our county library system.

Dear Supervisors:
The members of the Gray Panthers of Central Contra Costa have asked me to
express to all of you our concerns about the proposal by the Library Commission to
change the structure of our county library system to a of five region system. We feel
strongly, as does everyone we talk to, that we have an excellent central library, which
makes services available to the entire county. Without great expenditures of money
for books, tapes, technology, and expertise, as well as adequate buildings to hold five
reference libraries, all Contra Costans will not have these services available to them.
The discussion at the library administration building this past Monday night
demonstrates a serious problem. There is much bemoaning of apathy in our citizenry,
but obviously when an issue affects us we respond. The problem frequently (though
not always) is that publicity around issues that affect all of us is not sufficient. It is not
enough to publish a meeting of a county-wide commission by a notice on library
bulletin boards, or one-inch announcements in the local newspaper.
At Monday night's meeting, at which there were about fifty non-commission members
present, there was not one opinion (except that of one city council member) expressed
in favor of the decentralization plan. We urge you to encourage discussion all over
the county, but also to consider other solutions to the problems which so far have not
been clearly explained to the public. What is the impetus to these proposed changes?
Where will the money come from to implement the changes?
If the library system is decentralized, we will never be able to go back to where it is
now. Please listen to the librarians who are out there meeting and helping the public
pts as to what kinds of changes should or shouldn't be made.

Dear Contra Costa County Board of Supervisors, Mayors and Councilmembers:
Last night, the City Council of the City of Pinole completed its second study session to consider
the results of the Contra Costa County Library study. We find that we are being asked to support
the recommendations of this report when the facts don't seem to support the conclusions reached.
Accordingly, we expect that we will take action at our next regular meeting of January 21, 1997
to oppose the recommendations but are communicating with you now so that you can take some
of our concerns into account as your City Council gives consideration to this matter.
We believe that many of the key findings of the report support the fact that, contrary to some
preconceptions, the current library system is well run. The real issue is that it is greatly
underfunded and needs more revenue county wide, not just area by area.
The report finds that the library system is organized efficiently, yet a major reorganization is
proposed? Internal management and administrative overhead is appropriate, yet subregional
systems within a system would be created requiring, at a minimum, increased internal management
complexities and higher overhead? Staff is efficiently assigned and utilized, yet this current
system,which now works, will be broken up and fractured?
The report further finds that staffcompensation is generally lower than other Bay Area library
systems and below what cities would experience if they operated their own libraries; that
appropriate services have been outsourced to reduce costs (e,g., material processing), and that
County overhead charges to the library are limited, are directly related to services provided, and
are less than the cost of providing the services if those services were purchased from other
sources, yet it is proposed that a new reorganization will make us more efficient and better able to
deliver services to all areas of the county?
In short, the report concludes that there are nu significant opportunities for increasing revenues
for direct library service delivery at the local level by increasing organizational or operating
efficiency, yet we are being asked to approve a new organizational structure when the current one
is functioning well?

The report goes on to find that regardless of how library services are organized and governed,
current funding is inadequate to provide quality library services on a county wide basis over the
short or long term. Further, ..... even if return to source and comparable cost-revenue equity
considerations are partially or completely addressed, no participating jurisdiction can expect to be
able to provide service levels even broadly comparable to service levels in similar jurisdictions, be
they part of larger regional systems or operate their own municipal libraries, without significant
additional locally generated revenues." In short, isn't this an argument for us all to build on what
we've got, not fracture ourselves into subregions that divided will never live up to the hopes
we've all had for more library service, not less?
Needless to say, we are especially concerned about the impact of these recommendations on West
County and Lamorinda. The report suggest our libraries will be kept whole at current dollar
levels and only increased in the future based on growth within our region. Yet, we believe the
breakup of the Central Library in Pleasant Hill and its many reference resources, which are
essential to library services delivered in our region, will be devastating to the ability of library staff
in our region to be responsive to library patrons. Further, with limited growth potential, we
anticipate that it will be no time at all before cost increases associated with providing the basic 29
hours of service begin to be underfunded or eroded. Therefore, we believe that the dismantlement
of the reference, training, and other support services of the Central Library is a severe detriment
to West County and works at cross purpose with the concept of keeping West County and
Lamorinda whole. As far as library services are concerned, a classic"haves versus have nots" will
be created with this proposed plan, which leaves us with no guarantees and tremendous liability in
a time of severely restricted financial options.
Coupled with this is the very real option the report proposes through the"performance contract"
concept that even if we are able to address whatever shortfalls we have in our own area, another
region who is unhappy could withdraw from the system, leaving us with even less assurance that
our already weakened region will not be further detrimentally impacted.
Today, we have a library system that operates on the basis of the common good of the whole as
to basic services. It is a well run system, given the limited resources available to the County.
Rather than fragmenting it and changing the rules in today's very difficult environment, we
suggest that we should work together to build on positive aspects of the current system and
explore revenue raising alternatives, which we believe would now be palatable to voters county
wide, given the findings of this study as outlined above.

I am writing to you about the proposed dismantling of the Central Library. Taking it apart and
distributing the materials throughout Contra Costa is extremely shortsighted.
The main reason for having library service is to research information. However, without a central
system, investigating a topic would become exceedingly time consuming. The patron would have
to search several libraries instead of one. With our current Pleasant Hill Central Library, all the
patron must do is to visit ONE library. Or call ONE phone number, where reference questions
are handled with expertise from trained staff.
As a writer and a teacher, I am constantly using the Pleasant Hill Central Library. With lack of
funds and staff for public school libraries, my son, a junior high student, relies on the Pleasant Hill
Library for all of his reports.
I urge you not to dismantle the Pleasant Hill Central Library.

On 16 January 1997 the members of the Mt. Diablo Genealogical Society studied the
imminent changes in our County Library system. We request that you give
consideration to our concerns when making your decisions on this important matter.
We favor retaining the present highly-efficient county system intact, especially the
central branch in Pleasant Hill where administration is accessible and where we can
do one-stop researching of practically any topic. We especially want the genealogy
section, known as the Heritage Collection, to be kept intact and separate in this central
location.
We know money is a factor and we are willing to support plans to increase library
revenues so our systenf can be saved, so it can stay in step with the latest library
science, and so it can have longer operating hours to give the public greater access.
We will concur in a moratorium until another election, if it will solve revenue problems.
Thank you for your consideration of our serious concerns about the future of our
county library system.

SYSTEM
Supervisor Rogers has indicated that he favors specific criticisms and/or
specific suggestions for changes to the plan rather than blanket
condemnation of it. Here are our suggestions:
1 . FIRST, that the gift of 1.5 million dollars to Concord, which this
city apparently makes a condition of its continuation as a county
library, be dropped. Let Concord go its own way. Library
Commissioners and others have been led to believe that if Con-
cord leaves the system, the system will collapse.. There is not a
shred of credible fiscal evidence that this is so. There are 23
facilities in the system, the loss of one will not bring the entirety
to its knees.
Some years ago the City of Richmond, anticipating a surge of new
tax revenue from its annexation of property for development in the
EI Sobrante Valley, chose to leave the County System. No cries of
collapse were heard at that time. The impact on the system was
minimal.
Every municipality should have the right to leave the county
system if they believe that by so doing they can better serve
the library patrons in their community. But. they have no right
to demand favored treatment as a condition of remaining
within the system, particularly when that favoritism will have
a devastating effect on other libraries in the system.
We see no guarantee in the proposed plan that would prevent
Concord, having received money for upgrades in paint and
carpeting and an annex to house the business library, from
deciding to leave the system anyway at some future date.
2. SECOND, the breakup of the comprehensive information system
at. the Pleasant Hill Library( a.k.a. Central Library) is an
unconscionable disservice to library patrons county-wide. The
stated goal of moving the business collection to Concord is
"Improving services provided in the immediate Concord com-
munity ", Again, a major upheaval is planned with no reference to

the improvement: of library services in general---only to the City
of Concord.
We want the Central Library with its essential collection of infor-
mation left intact.
3. THIRD, we want to see the power to close libraries taken away from
the regional councils who will oversee spending in their areas,
As things stand now, these councils may, if money is short, (and
it is inevitable that money will nun short, since inflation is a fact
life) "Add or delete facilities within the region" and " adjust service
hours between and among facilities",
The MAC is aware of the fact that these governing boards
will be made up primarily of representatives of the cities within
the region. Unincorporated areas such as EI Sobrante u>itt have
( Ntile or no voice.
` The loss of the thriving El Sobrante Library, which has a
r circulation equal to that of El Cerrito and nearly as great as
Pinole, would be a tragedy to this community. Ure see such a loss
as a very real possibility if this proposal is implemented as
written.

Dear Supervisors,
Concerned citizens brought to our organization's attention within the past week
that a drastic change in the delivery of our public library service is being proposed.
Articles have appeared in the local paper yet it is our belief the general citizenry has
not heard of these possible changes. Government has an obligation to insure all
citizens, effected by a change in government service, have enough time to involve
themselves in the process.
If the proposal is sound then a public hearing will only enhance the acceptance
of the proposal and help alleviate the concerns of the citizens. Our organization
disseminates information that allows intelligent and thoughtful discourse on items of
concern to the community. We are requesting that the County allow for town hall
meetings at all the effected libraries. This will allow all citizens the opportunity to
participate despite transportation and time constraint problems.
We thank the County for the foresight of studying a potential problem before an
emergency exists. Please delay any vote or final recommendation until the County hold
meetings at local libraries. By asking those citizens directly effected by this, change
of services, gives the opportunity for further local solutions to a complex issue. Again,
thank you for your time and thoughtfulness.

Dear Chair DeSaulnier:
At its meeting of January 21, 1997,the Orinda City Council discussed the proposed model
for delivery of library services developed by David M.Griffith&Associates through the
Contra Costa Public Managers' Association. The purpose of this letter is to provide you,
and other stakeholders,with information concerning the action taken by the Orinda
Council so that you may consider our point of view as this process to restructure library
services in Contra Costa County continues to move forward.
The Orinda City Council did not"approve"the,plan,but,rather approved a set of
principles which we would hope can serve as a framework for restructuring library
services in Contra Costa County. Some of these principles are already reflected in the
proposed service model, while acceptance of others would necessitate changes to this
proposed model. Many of these principles have been articulated by other City Councils,
and other interest groups, as part of the public process to date in reviewing the proposed
service plan. Our hope is that a process to seek agreement around a set of principles, such
as those outlined in this letter, rather than raising objections to particular aspects of the
proposed service model,would be a sound approach to moving this project forward.
The principles approved by the Orinda City Council for restructuring library services are
that the new system should:
(1) Provide local decision-making authority over the hours and levels of library service in
local branches through a system of regional governance.
(2) Guarantee continuation of the current basic level of branch service hours(i.e., 29
hours per week) irrespective of property tax generated from any particular region.

(3) Recognize"return to source" as an issue in allocating property tax revenues to regions
by:
• First, allocating property taxes to all regions in the base year at a level which
maintains services at current levels in each region; and,
• Thereafter, allowing growth in revenues to be returned to the region from
which it is generated.
Note that this approach allocates revenues in the base year in a manner in which no
region receives either an immediate financial windfall or suffers a financial hardship.
(4) Guarantee that revenues resulting from any voter-approved library tax measures will
stay within the region from which they are generated.
(5) Retain adequate Central Library services, and maintain reference materials at a single
Central Library location.
(6) Require that the financial resources necessary to fund the regional governance system
be provided on a discretionary basis by the individual region and not from "pooled"
system revenues.
It is important to emphasize that the above principles adopted by the Orinda City Council
are offered with the intent that the process to restructure library services continue. There
is no interest on the part of the Council to halt the progress made to date or otherwise
undermine the overall goal to reorganize library services for the benefit of all citizens of
Contra Costa County as we approach the 21"century.

It seems to many of my friends in the Concord Library League
and the Friends of the Pleasant Hill Library and most of those
attending the meeting of the Library Commission last Thursday
evening (Jan. 23)at the Plesant Hill Library that there has not
been adequate information given to the general public regarding
the proposal to withdraw the Concord LIbrary from the Contra
Costa LIbrary System. Many people are perhaps too busy to pay
close attention to items of public interest during the holidays
and perhaps there was no intent to "railroad" this proposal in
any way by the Concord City Council as some have thought. It does
seem odd, however that there has not been more open discussion
of a matter that so widely impacts the lives of all the taxpayers
and voters in Concord and Contra Costa County in general . It is
not a very democratic way of doing business and we voters do not
appreciate any potential infringement of our rights to know what
is going on.
As a retired library assistant who spent the last eight and a
half years of my career at the Concord LIbrary and had been an
avid patron of the library and active in conducting book sales
for over ten years to raise funds to help support many import-
ant projects at the Pleasant Hili Library, I feel I have invested
enough of my own .time and effort to have a say in what happens
in the library system, especially as I live close to the Concord
LIbrary and have friends who still work in the system and at the
Concord Library. Their careers may be endangered anti there is
much unrest and worry among them wondereing what will happen next.
The least the City Council and the Board of Supervisors owes us
is to have a cooling off periosd and further discussion regarding
the potentially disastrous decisions you plan to take. Please ask
the general public through a ballot iniative whether they support
the idea of withdrawing Concord and the Business Library from the
current system. I will abide by their decision.

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN PABLO URGING THE
BOARD OF SUPERVISORS TO REJECT PROPOSED CHANGES TO THE CURRENT
LIBRARY SYSTEM AND TO PRESENT AN ALTERNATE PROPOSAL WHICH
PROVIDES A MEANS TO SECURE ADDITIONAL FUNDING FOR THE COUNTY
LIBRARY SYSTEM.
WHEREAS, the proposal submitted by David M. Griffith Associates, Ltd to decentralize
the Countrywide Library System into five sub-regions is detrimental to the areas of the County that
have the highest concentration of low-income residents and would disadvantage certain communities
in Contra Costa County; and
WHEREAS, the proposal to dismantle the Central Library ignores the value and role of the
Central Library as a reference center and would seriously impinge upon the ability of the skilled
library staff to provide reference and resource services; and
WHEREAS, the proposal would dismantle existing services without guaranteeing
replacement of those services; and
WHEREAS, the consultant's report indicates that the present County Library System is an
extremely efficient system which needs additional funding; and
WHEREAS, the proposal to reorganize the Countrywide Library System into five sub-regions
will create layers of complex and unnecessary bureaucracy; and
WHEREAS, the proposal does not satisfactorily address the provision of guaranteed
increased funding to bring library services to adequate levels;
NOW, THEREFORE BE IT RESOLVED, that the City Council of the City of San Pablo
opposes the proposed "restructuring" of the County Library System and urges the Board of
Supervisors to reject the proposal as submitted by David M. Griffith Associates, Ltd., and requests
an alternate proposal which would provide additional funding for the Library Service.
BE IT FURTHER RESOLVED, that a copy of this resolution be sent to the Board of
Supervisors of Contra Costa County and all City Councils in Contra Costa County.

We, the undersigned taxpayers, voters, and library partons vigorously oppose the breakup of our
central library system. We are very concerned that the breakup of the the system will require duplication
of services and increased overhead costs. We are especially concerned about the dismantling of the
library collections, including: the business and law reference libraries; any extensive periodical, microfilm,
genealogical, and historical archives. We further oppose any proposal that does not include provisions

Dear Supervisor DeSauinier:
At its regular membership meeting on January 15, the Central Labor Council of
Contra Costa County voted to urge your rejection of the final report of the library study
conducted by David M. Griffith and Associates for the Contra Costa County Public
Managers Association.
Council delegates-believe that the proposed division of the Central Library
reference function and distribution of materials and services among several branches
would damage this research resource for the system as a whole and as a support for
individual branches. We are also concerned about the possible disintegration of a
library system that serves the entire county equally into regions with likely great
differences in services and resources. Finally, the lack of details about the continuity of
conditions for employment for library staff in all classifications and the lack of detail on
the framework and enforcement for the memoranda of understanding which would
permit regions to withdraw from the system or determine branch closures are a source
of concern to our delegates.
We feel that too many concessions are asked of the County government as
steward of current system without assurance of new resources that would improve
service for all patrons.
We urge that you not adopt this as a framework for negotiations until these
concerns are addressed in greater detail. We are willing to work with other concerned
groups, including city elected officials and staff, to develop solutions that will provide
patrons a sense of participation in decisions affecting their local systems and generate
wider support for our library system, while respecting the concerns and commitment to
service of library employees.

Over the years, our board has well demonstrated a caring
for our people and out needs. As humans, -we have our shinig succ
esses and sometimeswe have to face a dilemma or two, so please
hear this fella of 88VENTY SEVEN for a point of view.
I am Minking this to each of you to have a chance to re-
flect before you gather again.
I do not write to say that I am against any person,. nor
any idea proposed. Each of you loves the well being of our kids
and the resources that are well oriented to both trheir needs and
ours---such as our LIBRARY SYSTEM.
PLEASE! ! Reach for the potato chips or for a piece of cho
colate, and hear me for a little.
I have used our Library since December 1955. " I have used
other libraries in Boston, Newton, Brookline and Worcester MA
through age thirty, Out here I have used libraries in San Leandro
Oakland, Berkeley, Albany, PLEASANT HILL and CONCORD.
THE RICH, UNEXCELLED EXCELLENCE of our present library
system is full worthy of our financial support.
The combined efforts of each of your minds on the team
working together will certainly earn the appreciation of us
who vote as you cgme up with the plan that will adequately pre-
serve what we have in place.
However well intentioned the present proposal might be,
it is fraught with destructive elements that will not ever be
truly overcome.
The very taxes you and your parents have paid through the
years plus the lovely foresighted people in authority in the
past up to now have given to us an unsurpassed .Library ;system
that truly enh+ ances the well being of us all.
True additions that DO NOT DISTURB what is already in place
and functioning perfectly are welcome of course. Even the_ ,
additions we consider well before implementing them into
place must be fully examined and assessed. Why should anything
that would have a destructive element be allowed to hurt the
wonderful blessing of our present Library System

CONSOLIDATING THE CONTRA COSTA WATER DISTRICT DIRECTOR

WHEREAS,the regular elections of the District Directors presently take place as a part of the Contra
Costa County's consolidated elections in odd numbered years while California statewide elections are held in
even numbered years;
WHEREAS, State Election Code 10404 provides that upon adoption of a resolution, a special district
may require that its elections of the directors be held on the same day as the statewide general election;
WHEREAS,the benefits of moving to even years include historically higher voter turnout levels and
lower cost to the District for election costs; and
WHEREAS,the District desires to reduce the cost to taxpayers of the cost of election and, at the same
time, increase voter participation in the election.
NOW BE IT RESOLVED by the Board of Directors of Contra Costa Water District that the next
Director's election be called and consolidated with any and all statewide general elections;
NOW IT BE FURTHER RESOLVED that the election shall include dates that are consistent with the
statewide general election with respect to nominations,notices,canvass of votes,certification of election, and
all other procedural requirements of the Election Code pertaining to the statewide general election; and
' NOW BE FURTHER RESOLVED that the Contra Costa Water District file this resolution with the
Contra Costa County Board of Supervisors and request approval of this resolution by the Contra Costa
County Board of Supervisors to order such a consolidation pursuant to Election Code 10404.

Interstate Commerce Commission (ICC) for authority to abandon its Port Chicago Industrial
Lead from M.P. 37.06 near Clyde to M.P. 38.905 near Shore Acres, in the State of California.
