SUBJECT: RESPONSE TO REQUEST FROM THE INTERNATIONAL INSTITUTE OF THE
EAST BAY REGARDING ASSISTING THE LEGAL IMMIGRATION/ALIEN
_ POPULATION ACHIFVF CITIZENSHIP
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)8 BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1. DIRECT the Social Service Director to work with the International Institute
of the East Bay, the East Bay Citizens Network and the collaborative put
together by the San Francisco Foundation to determine how the S"cial
Service Department can best cooperate with these efforts and what the
best use would be for up to $40,000 in resources from this County which
could be brought to bear in this area.
2. REQUEST the Social Service Director to report back to our Committee on
this issue during the month of April, 1997.
BACKGROUND:
On January 21, 1997, the Board of Supervisors referred to our Committee a
request from the International Institute of the East Bay that the County participate
in a regional collaborative effort to assist the immigrant/legal permanent resident
population achieve citizenship. Our Committee was asked to report back to the
Board of Supervisors no later than February 25, 1997.
On January 27, 1997, our Committee met with Sarah Clark from the International
Institute of the East Bay, representatives from the Filipinos for Affirmative Action
and the Asian Family Resource Center, John Cullen, our Social Service Director
and members of his staff, Michele Jackson, Executive Director of the
Neighborhood House of North Richmond, and other interested citizens.

Ms. Clark reminded us of the fact that many legal residents will be losing various
Federal benefits in the coming weeks and months because of changes in Federal
law enacted by the last Congress. As a result, in September, 1996, the San
Francisco Foundation formed a collaborative of 12 counties in the greater Bay
Area to access national funds, in particular from George Soros (the Emma
Lazarus Foundation), who has agreed to make $50 million available to assist legal
residents to become citizens. In a recent field visit by Mr. Soros' representative,
it was noted that this collaborative in the Bay Area is unique in the country in the
level of cooperation among agencies and the level of community involvement. As
a result of this visit, Ms. Clark is hopeful that the Bay Area will be granted as much
as $5 million from the Emma Lazarus Foundation.
Ms. Clark noted that Alameda County has committed $100,000 to this effort. Staff
of the Social Service Department are working with the East Bay Citizen Network,
a collaborative of 14 non-profit agencies and community colleges and adult
schools in Alameda and Contra Costa counties. It is hoped that $1 million of this
money will come to the East Bay. However, the job will take considerably more
than $1 million. Ms. Clark is asking that Contra Costa County provide some
funding to assist in this effort.
Supervisor DeSaulnier noted that the County is potentially at risk because many
of these individuals will be eligible for General Assistance if they are unable to
become citizens and are cut off of Federal benefits. Mr. Cullen confirmed that
there are thousands of legal aliens in the County, many of whom will be subject
to having SSI, In-Home Supportive Services (IHSS) and other benefits eliminated
unless they become citizens. Many of these individuals have done nothing yet
and need help in filling out forms and getting through the system. The Department
is also surveying non-profit agencies to determine what resources are available
in the County to assist these individuals. In some cases, these agencies need
help in building their capacity in order to take care of the thousands of individuals
who will need their help. Mr. Cullen also noted that the Department needs to
educate its own employees regarding what resources are available and which
clients should be referred to those resources. The Department also needs to
participate in "Citizenship Fairs" and to provide information and referrals to those
who need to become citizens.

1. RECOMMENDED ACTION:
ADOPT Resolution No. 3797 approving collection loss write-off in the amount of$7,157.54 for the quarter ending
December 31, 1996,as recommended by the Advisory Housing Commission..
II. FINANCIAL IMPACT:
Uncollectible accounts impact on the budget by reducing total rental income. At the end of each quarter,the Housing
Authority takes action to write off those accounts which have been determined to be uncollectible. For the quarter ending
December 31, 1996, a collection loss write-off in the amount of$7,157.54 is recommended.
Ill. REASONS FOR RECOMMENDATION/BACKGROUND
This collection loss is for the Conventional Program. The requested collection loss write-off reflects a total of 5
accounts that are being recommended for write-off,representing an average of$1,431.50 per account. The following chart
illustrates the collection losses per quarter for the past four quarters:

Prior to submission of an account for write-off,the staff makes every effort, including referral to a collection agency,to
collect money that is owed the Housing Authority.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners elect not to adopt Resolution No. 3797 these accounts would inflate the total
accounts receivable for the Housing Authority and present a distorted financial picture.
