The PIC was authorized to appoint its own Chair, but recent state legislation moved that authority to the Board of Supervisors . Although there is some question about the legality of the State law, since it has not been formally challenged, this action will allow the Board to ratify the PIC selection and ensure we are in compliance with both Federal and State legislation.
