SUBJECT: PROPERTY TAX ADMINISTRATIVE COST RECOVERY
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1. RECEIVE the report of the Auditor-Controller of the property tax related costs of the
Assessor, Tax Collector, Auditor, and Assessment Appeals Board for the 1995-96
fiscal year as required by Resolution 95/52 and the proposed charges for the 1996-
97 fiscal year.
2. FIX April 1, 1997 at 14:30 AM for a public hearing on the determination of property
tax administrative costs.
3. DIRECT the Clerk of the Board to notify affected local jurisdictions of the public
hearing.
4. DIRECT the Clerk of the Board to prepare and publish pursuant to Government
Code Section 6062a the required legal notice and make supporting documentation
available for public inspection.
BACKGROUND:
In 1995, the Board adopted Resolution 95/52 which provides procedures for property tax
administrative cost recovery. The recommended actions are necessary for implementation
of resolution 95/52 for the current fiscal year.

NOTICE IS HEREBY GIVEN that on Tuesday, April 1, 1997, at 10:30
a.m. in the Board of Supervisors Chambers (Room 107) of the County
Administration Building, 651 Pine Street, Martinez, California, a
public hearing will be held to consider and adopt fees for property
tax administration. A copy of the fee proposal will be on file on
February 25, 1997, in the Office of the Clerk of the Board of
Supervisors at 651 Pine Street, Room 106, Martinez, California.

SPECIFIC REOUEST(S)OR RECOMMENDAINON(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION
Proclaim the week of March 1, 1997 through March 7, 1997, the 198th
anniversary of the first Weights and Measures law passed by Congress in
March, 1799, as "Weights and Measures Week in Contra Costa County" and
authorize the Chair to execute an appropriate proclamation. The theme
for this year is "Quality Measurement, Quality Service" .
Attached please find our brochure describing the many services provided
by the Weights & Measures Division of Contra Costa County.

I . RECOMMENDATION:
Proclaim March 9 through March 15 as EMPLOY THE OLDER WORKER
WEEK in Contra Costa County by encouraging all corporate and
business leaders in our communities to recruit and employ
workers from an experienced and reliable workforce pool of
solid work ethic candidates eager to meet employers needs.
II . FINANCIAL IMPACT:
None.
III. REASON(S) FOR RECOMMENDATION/BACKGROUND:
Whereas, Governor Pete Wilson has proclaimed March 9-15, 1997
as EMPLOY THE OLDER WORKER WEEK in California; and in
collaboration with the State Employment Development Department
(EDD) , the Area Office on Aging (AAA) , and the Private Industry
Council (PIC) promote the hiring of older workers who are 55 or
older:
It is important that the corporate and business community know
that one in every five Americans is age 40 or older. By the
year 2010, there will be approximately 18.6 million older
citizens in California, constituting nearly 44% of younger
workers entering the job market is diminishing. senior workers
are an excellent source of dedicated workers.

WHEREAS, in 1996, Outdoor Systems Advertising donated to Contra Costa County bus shelter
posters and billboards to recruitfor the Foster Parent Program; and
WHEREAS, the advertisements resulted in an unprecedented number of calls to the Social
Services Department in the first week of the campaign; and
WHEREAS, in 1997, Outdoor Systems Advertising will also place bus shelter posters for the
Building Inspection Department's Neighborhood Preservation Program and for the Public Works
Department's Clean Water Program; and
WHEREAS, it is the intention of the Board of Supervisors to continue this collaboration with
Outdoor Systems Advertising to provide important county service information to the citizens of
Contra Costa County.
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors commends and
appreciates the efforts of OUTDOOR SYSTEMS ADVERTISING for its help to provide a
supportive advertising campaign for the Contra Costa County Social Services Department,
Building Inspection Department, and Public Works Department.
