Martinez, CA 94553 Dear Chairman DeSaulnier and Members of The Board: The Contra Costa Chapter of United We Stand America has been informed of the County's intent to do an audit of Richmond Sanitary Services and its many affiliates. Comparing its rates and services with what residents pay and receive in other areas leads us to believe that auditing and genuine rate regulation of Richmond Sanitary are long overdue. We urge the Board to oversee the auditing function to ascertain that a bona fide, all inclusive examination of financial records, documents, tax forms, etc. is accomplished. We feel that is necessary to establish the criteria for what garbage removal rates should be. I Sincerely, William D. RESOLUTION REGARDING COUNTY SPONSORED AUDIT OF RICHMOND SANITARY SERVICE AND ITS TEN AFFILIATES ----------------------------------------------------------------- WHEREAS, the residents of unincorporated West Contra County served by Richmond Sanitary Service are charged extraordinarily high garbage rates , and; WHEREAS, the services for these rates are less than service rendered by others for less money in the Bay Area, and; WHEREAS, the county has not regulated garbage rates charged by Richmond Sanitary Service as provided by the three year old franchise agreement, and; WHEREAS, the county has not audited Richmond Sanitary service and its affiliates as provided in the aforesaid Franchise Agreement, and; WHEREAS, Richmond Sanitary Service and its affiliates enjoy a monopoly in West Contra Costa County, and; WHEREAS, the public traditionally has the right to see all the books and records of government-created monopolies , and; WHEREAS, the county has chosen to audit the finances of Richmond Sanitary Service and its affiliates, NOW, THEREFORE, BE IT RESOLVED that the El Sobrante Municipal Advisory Council , meeting February 12 , 1997 , in regular monthly session, supports the audit of Richmond Sanitary and its ten affiliates , and; BE IT FURTHER RESOLVED that this organization urges the County Board of Supervisors to see that a comprehensive fair and professional audit be conducted.
