I. RECOMMENDED ACTION:
APPROVE one year lease renewal for the EI Pueblo Resident Council and AUTHORIZE the Executive
Director of the Housing Authority of the County of Contra Costa to enter into a one year Lease Renewal with the EI
Pueblo Resident Council for use of 62 and 64 Treatro Avenue, Pittsburg,as stated in the attached Lease Renewal.
IL FINANCIAL IMPACT:
None.
III. REASONS FOR RECOMMENDATION/BACKGROUND
The units located at 62 and 64 Treatro Avenue, Pittsburg, are used by the El Pueblo Resident Council to
conduct meetings, promote senior citizens programs,Community meetings,and other community held functions
deemed to be in the best interest of the EI Pueblo development and community at large. This space is also used for
lunch programs and special youth programs. This lease has been in effect since May, 1993.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners elect not to authorize the Executive Director to enter into a one year
Lease Renewal with the EI Pueblo Resident Council,the on-going programs developed by the El Pueblo Resident
Council would no longer function and this would be a detriment to the development, as well as the community.

THIS SUPPLEMENTAL AGREEMENT made and entered into this 1st day
of MARCH, 1997, by and between the HOUSING AUTHORITY OF THE
COUNTY OF CONTRA COSTA, hereinafter referred to as the "Authority", and
EL PUEBLO RESIDENT COUNCIL, hereinafter to be referred to as the "Agency":
WITNESSETH:
WHEREAS, by lease agreement between the parties hereto, dated
MAY 1, 1993, the Authority leased to Agency the right and privilege of occupying
space in the EL PUEBLO HOUSING DEVELOPMENT', 62 & 64 TREATRO
AVENUE, PITTSBURG, CALIFORNIA 94565 , of the Authority; and
WHEREAS, the Agency desires and the Authority is willing that such
lease be renewed for the term of one (1) year.
NOW, THEREFORE, the Authority for and in consideration of the
promises and covenants in the aforesaid lease, and other valuable consideration,
the receipt of which is hereby acknowledged, hereby agrees that said lease shall
be, and it hereby is, renewed beginning MARCH 1, 1997 through FEBRUARY 28,
1998.
The Agency hereby covenants and agrees that during the course of the
renewal period the Agency shall perform and be bound by all of the covenants
and conditions contained in said lease agreement of MAY 1, 1993.
IN WITNESS WHEREOF, the parties have set their hands the day and
year first hereinabove set forth.

On January 21, 1997, the Board approved the purchase of the Dutra property at
3540 Main Street in Oakley in connection with the Old Town Redevelopment
Project. This payment is part of the relocation entitlement required by Government
Code §7260, et. seq.

Honorable Supervisors:
At its January 8`i' meeting, the Orinda Eire Commission reviewed Fire Chief Allan Little's December
3, 1996, report on Contra Costa County Fire Protection District's proposal to provide fire protection
and enhanced emergency medical(paramedics) services to Orinda citizens as an alternative to the
proposed consolidation of the Orinda and Moraga Fire Districts into a new independent fire district.
At tke January 8`F Commissioners meeting, Chief Little and Mike George discussed the report with the
Commission. It became clear to us that there are serious and time-consuming questions requiring
lengtky study and investigation of the premises and financial projections in that report. However, since
the Board of Supervisors has approved a June 3, 1997, election that may result in a merger between
Orinda and Moraga Fire Districts, the Orinda Fire Commission respectfully requests that you as a
Board take no further action at this time, because voter approval of the merger would make the time
and effort expended by tke County and Orinda Fire Commissioners moot.
The Orinda Fire Commission would welcome tke opportunity to review in detail tke December 3,d report
as a part of tke budget review process for the 1997198 budget.

Dear Dr. Smith and Members of the Board:
A proposal has been made to require Contra Costa developers to make 25% of their
homes affordably priced or else contribute money into a fund for high density housing
near BART stations.
The League of Women Voters has a long time concern that all Californians should
have safe, decent and adequate housing, having studied housing in 1970 and updated
our positions in 1973 and 1993. Our latest study indicated affordability was critical and
adopted the position to support action at all levels of government to provide
affordable housing.
The issue of high density housing around BART stations falls into the League's
position that land-use and transportation should be integrated. Use of public transit
would be encouraged and the reduced vehicle miles would minimize harmful effects
on the environment.
We urge your adoption of this requirement.

Subject: Oakley Reserve Division
Recommendation: It is recommended that the Oakley Reserve Division be dissolved
effective March 1, 1997 and assimilated into the Contra Costa County Fire Protection
District so that personnel and equipment resources can be allocated within the District
at the discretion of the Fire Chief.
Background: The Oakley Fire District was included in the Contra Costa County Fire
District consolidation in January 1994 (Resolution No. 94/90) with special conditions to
preserve its paid-on-call staffing which were entirely unique from the rest of the newly
formed District.
"The Oakley Fire Protection District will become a reserve division of the
Contra Costa County Fire Protection District, known as the Oakley
Reserve Division. Fire protection services will continue to be provided by
traditional paid-on-call personnel. It is the intention of the Board of
Supervisors to continue the paid-on-call system unless future
circumstances suggest that the system is no longer effective, in which
case„ the policy decision to alter or augment the system will be made by
the Board of Supervisors."(Resolution 94/90, Section 2.f.)
The preservation of this unique staffing system in the District has had several impacts:
• An anomaly in the services provided to the citizens of the District by retention of
Reserve (paid-on-call) personnel in a high call-volume station: Elsewhere in the
District, high call-volume stations are staffed 24-hours per day . Only extremely
low volume stations that are remote from full-time Engine Companies utilize
Reserves as part of the first response, as a supplement to the full-time
companies. Station #93 in Oakley, however, is in the busiest half of the District's
stations/companies, and is busier than half of the full-time stations. Further, it is
at the far east end of the District so that supporting incoming units are farther
away in both time and distance than for any other high volume station.

All of this indicates that residents in Oakley should receive the same service
level as is provided in other comparable (or lower) demand areas: a full-time fire
company.
An anomaly in the organization and support logistics of the east battalion with
the leadership and staffing complications compounded by the unique work and
training schedules. These mean that every aspect of organization, readiness
coordination, emergency operation, and training must be uniquely tailored and
communicated to this unique component of the organization in order to try to get
it to perform the same mission in the same way it is performed in full-time
companies. This is incredibly difficult, even when all parties are dedicated to do
it.
• An anomalous, inherent conflict of interest between the two categories of
employee and their organizations now exists. The Contra Costa Fire Protection
District and all of the other districts consolidated into it are staffed by Merit
System employees formally represented by the International Association of
Firefighters. The Oakley Fire Protection District, however, was staffed with
personnel traditionally identified as Volunteers with their own informal
association. The natural self-interest of these two groups of employees is in
protecting their role and stature in the organization and that puts them at odds at
every point of contact. It need not be personal between them as individuals, but
it must occur between them as interest groups. In any fire service, transition
from Volunteer to full-time status is an inevitable result of the suburban growth
now occurring in Oakley and it has inevitable conflicts. The transition and the
inherent conflicts were stimulated by consolidation with the County district.
Nevertheless, the transition has begun and is artificially inhibited by retention of
the Oakley Reserve Division designation.
Discussion: The impacts of dissolving the Oakley Reserve Division fall in three major
areas:
Staffing - It will permit the Fire Chief to allocate resources in his best judgment to meet
the overall emergency response needs of the District. It is intended to
immediately reassign the personnel of Truck Company#84 from the two
company station in downtown Pittsburg to the Oakley Station #93.
Impacts:
• No additional full-time employees will be required.
Loss of the dedicated, specialized truck services now provided to the
entire East end of the District. (Truck services still available as either/or at
83 & 84)
• Standardize Reserve Firefighter program with Reserves responding in
support roles as in rest of District

• Redefinition of the role of Reserve personnel now at Stations #93 and
#94 to support roles behind the reassigned full-time company.
• Expansion of the obligation by full-time personnel (and their organization)
to actively support training and operations with Reserve personnel in East
County, particularly at Station #93 where the call volume will necessitate
a continued, clearly defined emergency response role for Reserve
personnel.
Finance - It will permit the Fire Chief to provide a common level of service by full time
staffing at no additional cost to the District.
Impacts:
• There will be no increase in the District's salary and benefits costs since
the full-time staff are already employed.
• The full time cost for Station #93 will be approximately, $1 million per
year. This is approximately $350,000 more than the "Oakley District"
obtains in tax revenues. However, this will be a resource allocation within
Battalion 8 with all resources still dedicated in Battalion 8. There is no
shift of resources from Central to East.
• There will be minor ($10,000) costs to renovate Station #93 for 24-hour
occupancy.
• Apparatus and Equipment exist at Station 93 - minor standardization of
equipment loads will be necessary.
• "Return to Source" concerns may arise, but this is not unique to Oakley
and is inherent in a large district formed to provide basic emergency
services to all its residents.
Emergency Operations - Numerous inconsistencies which have been
perpetuated by the Reserve Division will be eliminated. Homogeneous
operational policies and procedures will be applicable District-wide by full-time
personnel and more uniform Reserve operations will be facilitated in both east
and central areas of the District,
Impacts:
• All Battalion 8 programmed emergency response and move-up covers will
be consistent with the rest of the District
• All Battalion 8 emergency responses will be pre-programmed with fully
staffed companies, removing the inherent uncertainty of a Reserve
response.
This will standardize command District wide.
• Facilitate the #93 response area always being covered, and will become
part of the over-all operations of Battalion 8.
• Consistent medical emergency staffing will be resolved for Station #93.

• Extra reserve personnel will respond to station to staff additional
equipment for subsequent calls rather than self-dispatching to the
emergency scene.
• Extra reserves could then respond to the scene when requested by the
Incident Commander (LC.).
• Reserve pay practices will be made consistent for hours worked versus
incidents responded to.
• Issue of varying number of personnel on reserve-rescue will be
eliminated.
• Freelancing by an individual canceling incoming equipment will be
eliminated.
• Station #93 individual zone medical responses will be eliminated.
Unique Oakley first responder cancellation policy will be eliminated.
Reduction in private vehicles responding to the Station.
• This would eliminate the need to start Engine 82 responding to 93's area
for every call.
• Reserve Officers will remain Reserve Program Coordinators and have an
office in Battalion 8.
Conclusion:
• The anomalous perpetuation of the Oakley Reserve Division should cease.
• It is inconsistent with effective operations and with appropriate allocation of
resources.
• It does not provide an equal level of service to the Oakley residents.
• It has been an unsatisfactory compromise for all parties: Merit System
employees, Reserve employees, and District management.
• It has been, and will continue to be internally disruptive.
• The situation can be adjusted at no significant additional cost to the District.
Therefore, it is the recommendation of the Fire District that the Oakley Reserve
Division be dissolved effective March 1, 1997 so that the allocation of resources within
the District can be made at the discretion of the Fire Chief.
Alternatively, it is the recommendation of the Fire District that the Oakley Reserve
Division be separated from the Contra Costa Fire Protection District.
