as Authorized by CVC 9250.19 ) RESOLUTION NO. 97/668
WHEREAS, California counties are authorized to operate automated fingerprint identification
systems; and
WHEREAS, the current Cal-ID automated fingerprint system is over 13 years old;uses
computer technology that is over 16 years old, and is nearing the end of its useful life; and
WHEREAS, operation of the Cal-ID system is funded under the provision of a User's
Agreement with contributions by the County and by all the cities in the County; and
WHEREAS, The State of California has enacted California Vehicle Code Section 9250.19, which
authorizes the Department of Motor Vehicles to increase and collect an annual one dollar fee for
vehicles registered or renewed in Contra Costa County to be used exclusively for the purchase
and operation of new Cal-ID automated fingerprint identification equipment to identify individuals
who may be involved in vehicle-related crimes and other crimes committed while operating a
motor vehicle; and
WHEREAS,implementation of California Vehicle Code Section 9250.19 would permit the
installation of live scan devices at major booking and arrest facilities throughout the city and
county law enforcement agencies.to speed the entry of fingerprints into Cal-ID and the
identification process of arrestees; and
WHEREAS, Cal-ID live scan fingerprint devices would provide for the timely identification of
persons who seek employment with school districts,before the applicant contacts students, to
insure that the applicant has no inappropriate criminal background; and
WHEREAS, California Vehicle Code Section 9250.19 requires that the Board of Supervisors
adopt a Resolution establishing the $1.00 per vehicle registration fee prior to the collection of the
fee; and
NOW, THEREFORE, BE IT RESOLVED that the Contra Costa County Board of
Supervisor's hereby formally requests the State of California Department of Motor Vehicles
implement section 9250.19 of the California Vehicle Code and commence collection of an
additional one dollar($1.00) fee, to be paid at the time of registration or renewal of registration
on every vehicle registered to an address within Contra Costa County, except those vehicles
expressly exempted from payment of registration fees. It is the intention of the Contra Costa
County Board of Supervisors to fund an eligible program, as specified in section 9250.19, which
will enhance the capacity of local law enforcement agencies to update and replace Cal-ID
automated fingerprint identification systems.
