SUBJECT: FUTURE OF THE GROWTH MANAGEMENT AND ECONOMIC
DEVELOPMENT AGENCY (GMEDA); CONSOLIDATION OF DEBT
MANAGEMENT FUNCTIONS
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1. ACKNOWLEDGE that the Growth Management and Economic Development
Agency (GMEDA) was established to bring about efficiencies in the Public
Works, Community Development and Building Inspection Departments and
to better coordinate their functions at a time when there was an escalating
demand for services from the general public.
2. ACKNOWLEDGE that GMEDA has been able to reduce administrative
overhead during the time it has been in existence by centralizing
administrative functions.
3. ACKNOWLEDGE that GMEDA has been able to make the Community
Development Department less dependent on the County General Fund.
4. RECOGNIZE that GMEDA has been instrumental in coordinating functions
among the departments in the Agency in the areas of Application Processing,
Transportation, Information Technology, Grading and Billing.
5. RECOGNIZE that GMEDA helped establish the Regional Permit Center.
6. RECOGNIZE the role of GMEDA in handling the Clean Fuels Project
applications in a very professional manner.

Following Board discussion of this matter, IT IS THE BOARD ORDERED that the above
recommendations are APPROVED: and Recommendation 21 is APPROVED to direct the County
Administrator to provide a progress report to the Board of Supervisors during the
first quarter of 1998; and Recommendation 22 is APPROVED to direct th` County Administrator
to report to the Board of Supervisors on the mechanisms that will be put in place
to continue the integration and coordination of the departments currently under GMEDA.

7. RECOGNIZE the participation of GMEDA in establishing a fiber-optic corridor
through Central County which provides increased communications
capabilities.
8. RECOGNIZE the participation of GMEDA in the successful maintenance of
the Building Inspection Department's contracts with four cities.
9. RECOGNIZE the participation of GMEDA in turning the County Flood
Insurance Program into a national model with a resulting drop in insurance
rates for County residents.
10. CONCLUDE that sufficient progress has been made in accomplishing the
tasks originally set for GMEDA that the continuation of the Agency is not
required beyond June 30, 1998.
11. AUTHORIZE the Director, GMEDA to complete those projects in which he is
now engaged which can be completed between now and June 30, 1998 and
to transition others to the appropriate individual or department.
12. TRANSFER the Director, GMEDA and his secretary to the County
Administrator's Office effective July 1 , 1998.
13. RETITLE the position of Director, GMEDA to that of Director of the Institute \
of Policy and Innovation-Exempt, effective July 1, 1998.
14. INTRODUCE an ordinance to exempt the position of Director of the Institute
of Policy and Innovation-Exempt from the merit system, WAIVE reading and
FIX December 16, 1997 for adoption of the ordinance.
15. ACKNOWLEDGE the intention of the County Administrator to appoint the
Director, GMEDA as Director of the Institute of Policy and Innovation-Exempt.
16. ABOLISH GMEDA effective June 30, 1998.
17. DIRECT the County Administrator to bring together under one position in his
office all of the County's short and long-term debt management and capital
projects responsibilities.
18. CANCEL one position of Merrithew Hospital Replacement Project Director
and abolish the classification, effective February 28, 1998.
19. ESTABLISH the class of Manager, Capital Facilities and Debt Management -
Exempt, fix the salary at salary level C5 2602 ($6,124 - $7,444) and add one
position in the County Administrator's Office effective February 1, 1998.
20. INTRODUCE an ordinance to exempt the position of Manager, Capital
Facilities and Debt Management - Exempt from the merit system, WAIVE
reading and FIX December 16, 1997 for adoption of the ordinance.
BACKGROUND:
The Growth Management and Economic Development Agency (GMEDA) was
created in 1990 to facilitate the productivity and enhanced efficiency of the County's
operations in the areas of Community Development, Public Works and Building
Inspection.

Since that time, a number of valuable efforts have been undertaken, as is outlined
in the recommendations above. A number of projects remain to be concluded or
transferred elsewhere between now and June 30, 1998. These include such things
as overseeing the remainder of the reorganization of the Building Inspection
Department, overseeing the selection of a Community Development Director and the
fiscal reorganization of that Department. Other issues that remain include
developing a plan of cooperation among the departments in computer systems
development, redesigning the permit assistance center so it can continue to operate
through three departments rather than the Agency, working with the City/County
Relations Committee on development issues, and insuring that all remaining tasks
are properly assigned to other staff.
The Director of the Institute of Policy and Innovation will focus his efforts in two
specific areas:
1. Training unrepresented mid-managers in long-term career development as a
part of the County's Training Institute and coordinating his efforts with the
Director of the Training Institute.
2. Being available to take an objective, in depth look at policy issues involving
county government as referred by the Board of Supervisors, the County
Administrator or requests from other units of government to explore various
projects.
At the same time, Mr. DeRoyce Bell, who has been the Project Manager for the
construction of the Contra Costa Regional Medical Center, and who also oversees
all of the County's capital projects and who also handles the County's short-term
borrowing program on behalf of the County Administrator, is retiring in February
1998. His retirement will leave vacant a significant position in the County
Administrator's Office and one that handles some critically important and relatively
unique projects. Not all of the County's borrowing programs are handled by Mr. Bell,
however. Several are handled in the Community Development Department under
the Redevelopment Agency and housing programs. We are proposing to
consolidate all of these programs in one position by moving those that are now
handled in the Community Development Department to the County Administrator's
Office, to be consolidated with Mr. Bell's existing responsibilities. The position would
then incorporate the following six distinct functions:
• Manage County capital facilities planning and financing.
• Assist in the management of the County's short-term borrowings.
• Manage County conduit borrowings (single-family bonds, multi-family bonds,
industrial development bonds).
• Manage County land-secured financings (Mello-Roos, Marks-Roos,
Assessment Districts).
• Manage and coordinate County real estate asset management activities
including the sale or lease of owned assets of the County and County
controlled agencies such as the Redevelopment Agency and the Flood
Control District.
• Manage special projects that involve public/private partnerships or complex
real estate activities.

Approval of the above recommendations will allow all of these changes to move
forward smoothly and in a timely manner.

The Contra Costa County Board of Supervisors ordains as follows (omitting the parenthetical
footnotes from the official text of the enacted or amended provisions of the County Ordinance
Code):
SECTION 1: Section 33-5.307 of the County Ordinance Code is amended to read:
33-5.307. County Administrator. (a) The county administrator is excluded and is
appointed by the board of supervisors.
(b)The following positions in the county administrator's office are excluded
and are appointed by the county administrator:
chief assistant county administrator;
assistant county administrator-finance;
assistant county administrator,
assistant county administrator-director of human resources;
labor relations manager;
director of the institute of policy and inovation-exempt;
manager capital facilities and debt management-exempt.
