SUBJECT: RODEO SENIOR HOUSING GENERAL PLAN AMENDMENT (GPA 97-0017)
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
1. Open the public hearing and receive testimony on the Rodeo Senior Housing
General Plan Amendment;.
2. Close the public hearing and concur that the Negative Declaration is adequate for
consideration of this request;
3. APPROVE the Rodeo Senior Housing General Plan Amendment as recommended
by the County Planning Commission; and
4. DIRECT the Community Development Department to include the adoption of the
Rodeo Senior Housing General Plan Amendment in the third consolidated General
Plan Amendment for 1997.
FISCAL IMPACT
The costs for considering this application are covered by the Redevelopment Agency.
BACKGROUND/REASONS FOR RECOMMENDATIONS
The Redevelopment Agency has requested a General Plan Amendment to change the
land use designation of an approximately one acre portion of a 2.11 acre site from
"Commercial" to "Multiple Family - Very High Special." The proposed General Plan
designation would support a senior housing complex on the site. The property is located
south of the junction of Willow Avenue and San Pablo Avenue in Rodeo.

BACKGROUND/REASONS FOR RECOMMENDATIONS (continued)
The proposed site was chosen by a subcommittee of the Rodeo Redevelopment Area
Committee. The Rodeo Municipal Advisory Council/Rodeo Redevelopment Area
Committee recommends that the General Plan Amendment be approved. The community
support for the proposed density was based on its use for a senior housing complex. In
keeping with this, the staff recommendation included the addition of a policy which would
limit the use of the site to a senior housing complex. Any other use would require a
General Plan Amendment at which time the input of the Rodeo community could be
obtained.
The County Planning Commission unanimously recommended approval of the General
Plan Amendment (Land Use Map and the addition of Policy#3-195).

The Board of Supervisors of Contra Costa County RESOLVES that:
There is filed with this Board and its Clerk a copy of Resolution No. 35-1997
adopted by the Contra Costa County Planning Commission which discusses the Rodeo
Senior Housing General Plan Amendment (County File #GP97-0017).
On Tuesday, December 9, 1997, the Board held a public hearing on said General
Plan Amendment discussed by the Contra Costa County Planning Commission, Resolution
No. 35-1997. Notice of said hearing was duly given in the manner required by law. The
Board at the hearing, called for testimony of all persons interested in this matter.
The Board closed the public hearing and APPROVED the General Plan Amendment
and directed staff to include the Rodeo Senior Housing General Plan Amendment into one
of the consolidated General Plan Amendments for 1997 as allowed by State Planning Law.

RESOLUTION NO. 35-1997
RESOLUTION OF THE CONTRA COSTA COUNTY PLANNING COMMISSION OF THE
STATE OF CALIFORNIA, RECOMMENDING APPROVAL OF THE RODEO SENIOR
HOUSING AMENDMENT TO THE COUNTY GENERAL PLAN (#GP97-0017)
WHEREAS, the County Redevelopment Agency requested a general plan amendment for
an approximately one acre site from Commercial to Multiple Family-Very High Special in the
Rodeo area;
WHEREAS, a Negative Declaration of Environmental Significance was posted on the
project;
WHEREAS, staff prepared a report recommending the proposed General Plan Amendment
and circulated it to interested agencies;
WHEREAS, the joint Rodeo Municipal Advisory Council/Rodeo Redevelopment Area
Committee considered the proposal and voted to recommend approval; and
WHEREAS, after notice was lawfully given, a public hearing was scheduled before the
County Planning Commission on Tuesday, November 4,1997, and all persons that wished to
testify were heard and the public hearing was closed.
NOW THEREFORE BE IT RESOLVED that the Contra Costa County Planning
Commission recommends to the Board of Supervisors APPROVAL of the Rodeo Senior Housing
General Plan Amendment as recommended by staff.
BE IT FURTHER RESOLVED that all written and graphic material developed for and
pertaining to these proceedings are made part of the record; and
BE IT FURTHER RESOLVED that the Secretary of the Contra Costa County Planning
Commission shall sign and attest the certified copy of this resolution and deliver the same to the
Board of Supervisors, all in accordance with the provisions of State Planning Law.
The instruction by the Contra Costa County Planning Commission to prepare this
resolution was given by motion of the Contra Costa County Planning Commission on Tuesday,
November 4, 1997, by the following vote:
AYES: Commissioners - Terrell, Wong, Clark, Gaddis, Guncheon, Pavlinec
and Hanecak
