SUMCT: ACCEPT CONTRACT MODIFICATION FROM THE CALIFORNIA DEPARTMENT OF
COMMUNITY SERVICES AND DEVELOPMENT AND APPROVE RELATED CONTRACTS
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
ACCEPT contract modifications to State Standard Agreement #97F-1507 (County #39-813-4)
allowing the re-allocation of$81,420 in 1997 Community Services Block Grant funds for the
period from November 1, 1997 to December 31, 1997; and
APPROVE and AUTHORIZE the Community Services Director or designee to execute contract
amendment #38-571-4 with the Contra Costa Food Bank in the amount of $30,000 for the
provision of emergency winter food services for the period from November 1, 1997 through
December 31, 1997.
II. FINANCIAL IMPACT:
This Contract is federally funded through the California Department of Community Services and
Development. Funding is reflected in the Department's 1997-98 budget. This contract
modification is comprised of line-item changes to the budget only, and does not affect the
maximum reimbursable amount of the contract. No County funding is required.
III. REASONS FOR RECOMMENDATIONS/BACKGROUND:
On October 21, 1997, the Board of Supervisors authorized the submission of a request for contract
modification to the California Department of Community Services and Development (DCSD). The
County requested this contract modification in order to use $81,420 in actual and projected savings
in the cost categories of salaries, fringe benefits, and space. It is our intention to use $51,000 of
these funds to provide emergency winter food and shelter services for the months of November and
December, 1997, and $17,470 to purchase new computer equipment for CSGB funded staff.

The remaining $12,950 of the funds will be used to augment an existing agreement with the CPA
firm of Macias and Gini to develop new accounting systems and procedures for the County
Community Services Department, as recommended by the State in its June 2, 1997 audit review of
the Department. DCSD has approved the County's request to re-allocate these funds.
Acceptance of this contract modification and approval of the related contract amendment with
Contra Costa Food Bank will allow the County to provide $30,000 for emergency winter food
service for the months of November and December, 1997. The Community Services Department
is currently negotiating an Interdepartmental Agreement with the Health Services Department in
order to provide $21,000 in emergency motel vouchers for homeless families for the months of
November and December, 1997.
