SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION I. RECONEuENDED ACTION: APPROVE and AUTHORIZE the Social Service Director, or designee, to AMEND and EXTEND on behalf of the County, Interagency Agreement #21-355-1 with the Contra Costa Community College District, for the period from November 1, 1997 through June 30, 1998 and the addition of$291,840, for continued on-site training of SSD social work staff in computer literacy skills in preparation for implementation of the Child Welfare System/Case Management System (CWS/CMS). II. FINANCIAL IMPACT: This expense is claimable as CWS/CMS maintenance and operations, system support, 50% Federal, 35% State, 15% County . 111. BACKGROUND: Delay in implementation of the CWS/CMS System requires the extension of the contract to provide the continued support and timeliness of the support during the implementation period. Additionally, the increased services provided for under this amendment are at both basic and advanced levels of use of application software that support the job function of case workers. The software applications include but is not limited to Microsoft Word, Microsoft Excel, Microsoft Mail, Microsoft Internet Explorer and PC 3270 Terminal Emulation. The Social Service Department is implementing the mandated state-wide CWS/CMS. Comprised of nearly 700 screens, CWS/CMS is one of the most complex applications ever developed for the personal computer. Intensive training and support for nearly 300 employees is required prior to and after implementation to assure that staff are able to successfully use this system. To supplement in- house training efforts, this contract uses professional trainers through the Diablo Valley College Training Consortium to be present on-site to train and mentor staff in the use of the personal computer and in use of the system. This will supplement classroom training being provided by SSD staff.
