Recommended Action: APPROVE and AUTHORIZE the Chief Engineer to execute Amendment No. 4 to the Cooperative Agreement with Contra Costa Water District (CCWD), dated October 1, 1986, to continue to September 30, 1998, the collection of stream flow and rainfall data. PROJECT No.: 7505-6178154 DATE: DECEMBER 9, 1997 PAGE 2 II. Financial Impact: The total cost of the data collection program for the period, from December 1, 1997, to September 30, 1998, is $13,000. The Amendment provides for CCWD to make full payment at the beginning of each period. No financial impact to the County. III. Reasons for Recommendations and Background: Since 1986, the Contra Costa County Flood Control and Water Conservation District (FCD) has collected rainfall and stream flow data for the CCWD's proposed Los Vaqueros reservoir project. The FCD benefits by having the data for use in our Kellogg Creek rainfall-runoff study and in our database for the County wide hydrology system. CCWD benefits by having the data for the design construction, and operation of the Los Vaqueros reservoir. Amendment No.4 continues the above described work and adds new stream flow data collection for the Los Vaqueros reservoir operations. Long-term, continuous records of stream flow are essential to the calibration and verification of watershed runoff data used by the District's Engineering Division for the design of all drainage improvements in the County. IV. Consequences of Negative Action: If the agreement is not amended to continue, the FCD will lose the opportunity to continue a mutually beneficial data collection program, as well as the loss of a cooperative effort by two public agencies. The CCWD would further be affected by having to hire an outside engineering firm at a considerable increase in cost.
