THE BOARD OF SUPERVISORS OF
CONTRA COSTA COUNTY, CALIFORNIA
Adopted this Order on December 2, 1997, by the following vote:
AYES: Supervisors Rogers, Uilkema, Gerber, Canciamilla and DeSaulnier
NOES: None
ABSENT: None
ABSTAIN: None
Subject: Presentation by the California Highway Patrol on traffic issues, and
the I-80 High Occupancy Vehicle (HOV) lane.
On this date, the Board of Supervisors considered a presentation from Captain
Tom Noble, Commander of the Contra Costa area, California Highway Patrol
(CHP), regarding traffic issues, and potential problems regarding the high
occupancy vehicle lanes (HOV) on Interstate 1-80.
The Board discussed the issues presented and took the following action:
ACCEPTED the presentation by the California Highway Patrol on traffic issues;
and DIRECTED that a letter regarding the use of HOV lanes on 1-80 be placed
on the December 9, 1997, agenda for Board action.

Dear Chairperson and Board members:
This letter is to confirm our appointment for December 2, 1997 at 11:00 A.M., made by
our Public Affairs Officer Cliff Kroeger.
The California Highway Patrol would like to address the Board and provide them with
information regarding high occupancy vehicle lanes and other traffic matters. Moreover,
we would like to get feedback from the Board pertaining to the need and/or concerns
you may have within your communities.

Honorable Commissioners of the Metropolitan Transportation Commi sic n,
As you are aware,CalTrans will be opening the westbound portion of the -80 High Occupancy
Vehicle(HOV) lane between State Route 4 and the San Francisco Oaklan Bay Bridge(SFOBB)
in the very near future. With the opening,we understand there will be a tic change in the
hours of operation of the HOV lane due to Project Assurances negotiated d adopted by the
Metropolitan Transportation Commission-
We believe the change in the hours of operations will not only cause inconsistency in the
operation of this facility as compared with other HOV facilities throughout the Bay Area,but
will also cause inconsistency within the same facility. Negotiating a vehi le in the vicinity of the
SFOBB can be trying and confusing enough for motorists, but add the req Arements of the
expanded hours of operation and the signs that must be installed as a resin i of the Assurances and
we anticipate pandemonium in addition to an enforcement nightmare for t ie California Highway
Patrol. The extended hours of operation will also cause the Contra Costa ounty portion of the
HOV lane to look nearly empty during the non-peak congestion periods. onsequently, our
constituents will be looking to us to determine why we spent an enormous amount of money on a
lane that can not be used.
As a political body, you must understand and recognize that the public rar ly tolerates rules and
regulations that are inconsistent and/or confusing. The public does not to to waste of their tax
dollars either. Based on the inconsistency and confusion the Assurances ll cause and the
anticipate level of use during non-peak congestion periods,we the Contra Costa County Board of
Supervisors hereby request the Metropolitan Transportation Commission i econsider leaving the
hours of operation of the HOV facility associated with this project as they are presently,5 am. -
10 a.m. and 3 p.m.- 7 p.m.,until such time extended hours can be made consistent with the
operating hours of other portions of the facility, and other facilities,and y can be justified.
