FISCAL IMPACT No General Fund commitment is involved due to adoption of this Restated AB 1290 Implementation Plan. Expenditures for projects outlined in the Restated Implementation Plan would be included in the Redevelopment Agency budget. BACKGROUND/REASONS FOR RECOMMENDATIONS In December 1994, the Redevelopment Agency was required by AB 1290 (the Community Redevelopment Law Reform Act of 1993) to adopt an intial five-year implementation plan for the County's five redevelopment project areas: North Richmond, Rodeo, Pleasant Hill BART Station, Bay Point, and Oakley. The Implementation Plan contains goals, objectives, projects and expenditures necessary to implement the redevelopment plan. The Implementation Plan must show a link between Agency programs and the elimination of blight in the project area. The intent is to ensure that tax increment revenues are used to correct the blighting conditions that justified creation of the redevelopment project area. The purpose of the hearing is to receive public input concerning the progress of the redevelopment program. Prior to the hearing, Agency staff provided the various Redevelopment Project Area Committees and Redevelopment Advisory Committees with the opportunity to review and comment on the section of the plan pertaining to their project area. The comments of these advisory committees were incorporated in the final copy of the Restated Implementation Plan. An Executive Summary of the Restated Implementation Plan is attached. Executive Summary Restated Implementation Plan Contra Costa County Redevelopment Project Areas Introduction In December 1994, the Contra Costa County Redevelopment Agency adopted an initial five year Implementation Plan for the Agency's five Redevelopment Project Areas pursuant to Assembly Bill (AB) 1290, also called the Community Redevelopment Law Reform Act of 1993. The Implementation Plan sets forth the objectives for each Project Area, the specific programs (including potential projects) and estimated expenditures proposed to be made during the initial five year period of the Implementation Plan, and an explanation of how the goals and objectives, programs, and expenditures will eliminate blight within each Project Area. The Implementation Plan also describes how the Redevelopment Agency will implement: (1) the state requirements to increase, improve and preserve low- and moderate-income housing; and (2) the inclusionary housing requirement.' AB 1290 also requires redevelopment agencies to conduct a hearing for the Implementation Plan between two and three years after the adoption of the Implementation Plan. The purpose of this hearing is to review the Redevelopment Agency's Implementation Plan and the progress of the redevelopment program. Prior to the hearing, Redevelopment Agency staff provided the appropriate Project Area Committees and Redevelopment Advisory Committees the opportunity to review and comment on the section of the plan pertaining to their Project Area. The comments of these advisory committees have been incorporated into the final copy of the Restated Implementation Plan. This document summarizes the Restated Implementation Plan for each of the County's five Redevelopment Project Areas. Redevelopment Agency goals that cross all five project areas include the utilization of public/private partnerships, the achievement of financial leverage by using all existing and future sources of capital, and encouraging citizen participation. ' The California Community Redevelopment Law(CRL)requires that at least 15%of units in the Project Area,in aggregate,are affordable to very low,low or moderate income households;and at least 40%of the 15%are atlordable to very low income households(equal to 60io of units in aggregate). I. North Richmond Redevelopment Project Area A. Goals and Objectives 1. Non-Housing a)Facilitate economic development and create employment opportunities for area residents; b) Improve public infrastructure and facilities; c) Improve commercial and neighborhood services; and d)Develop reuse program for development sites in the area. 2. Housing a) Assist in rehabilitating the existing housing stock; and b) Facilitate new construction of housing for homeowners and seniors. R Prqjects 1. Non-Housing a) Road realignments/improvements (Brookside Drive, Pittsburg Avenue), b) Support COMET program (clean-up and beautification projects), c) Support job training programs (OPEN Program), d) Support development of neighborhood serving businesses; and e) Undertake reuse studies of sites in order to facilitate orderly development. 2. Housing a) Initiate new construction of 87 single family homes (Parkway Estates); b) Initiate construction of a senior citizen apartment project; and c) Initiate a mortgage assistance program designed to provide for the acquisition and rehabilitation of existing homes. 2 II. Rodeo Redevelopment Project Area A. Goals and Objectives 1. Non-Housing a) Facilitate economic development and create employment opportunities for area residents, b) Improve public infrastructure and facilities; c) Improve commercial and neighborhood services; and d) Facilitate development of the Downtown/Waterfront area. 2. Housing a) Assist in rehabilitating the existing housing stock; and b) Facilitate infill and new construction of housing for homeowners and seniors. R Prgjects 1. Non-Housing a)Road improvements (Parker Avenue reconstruction); b) Support the creation of a rehabilitation loan program for commercial structures (unreinforced masonry building improvement program); c) Implement the Commercial Facade Improvement Program; d) Support development of neighborhood serving businesses; and e) Undertake an economic feasibility analysis for the marina/waterfront area. 2. Housing a) Initiate new construction of up to 50 units of affordable senior housing; and b) Support rehabilitation, infill development and new construction of housing in the Project Area. 3 III. Pleasant Hill BART Station Area Redevelopment Project Area A. Goals and ONectii,es 1. Non-Housing a) Facilitate economic development and create employment opportunities for area residents; b) Facilitate access and infrastructure improvements which may include road or alternative mode improvements to facilitate development; and c) Encourage and facilitate establishment of public facilities, trails, and open space amenities that are consistent with transit based development. 2. Housing a) Facilitate new construction of low and moderate income housing in the Project Area; and b) Protect housing within and adjacent to the Project Area from adverse effects of intensification, including noise, traffic intrusions, parking conflicts and visual incompatibilities. 13. Protects 1. Non-Housing a) Road realignments (if supported by host jurisdictions) and alternative mode improvements (North Main Street, North-South Circulation Improvements); and b) Support and facilitate park and open space improvements (Iron Horse Trail, Del Hombre Respite, and "Greenspace" pre-development). 2. Housing a) Initiate new construction of 86 affordable multifamily housing units and 54 single-family units (Coggins Square). b) Continue to distribute Housing Set-Aside funds to subsidize 134 very low income units in the Park Regency Apartments. 4 IV. Bay Point Redevelopment Project Area A. Goals and Objectives 1. Non-Housing a) Facilitate economic development and create employment opportunities for area residents; b) Improve public infrastructure and community facilities; c) Improve commercial and neighborhood services; d) Create and implement the Bay Point BART Station Area Specific Plan in collaboration with the City of Pittsburg and BART; and e) Create and implement a strategy to improve the North Broadway Area. 2. Housing a) Assist in rehabilitating the existing housing stock; and b) Facilitate infill development and new construction of housing in the Project Area. B. Proiects 1. Non-Housing a) Road realignments/improvements (McAvoy Road, Port Chicago Highway); b) Support and facilitate infrastructure improvements (North Broadway Area); c) Support neighborhood improvement programs (Community Group Funding Program, Abatement Program -Revolving Loan Fund), d) Undertake an economic feasibility analysis of light industrial properties to facilitate office/commercial/retail development; and e) Undertake reuse studies of sites in order to facilitate development (Shore Acres Center, the marina). 5 2. Housing a) Support and encourage development of infill housing, and facilitate development of an 8-acre site in the North Broadway Area which may result in 75-115 units of single-family and multifamily units. b) Develop and support an incentive program for owners of rental units in order to promote the use of the Housing Authority's Rental Rehabilitation Program in the North Broadway Area. c) Initiate a mortgage assistance program designed to provide for the acquisition and rehabilitation of existing homes. 6 V. Oakley Redevelopment Project Area A. Goals and Obiectines 1. Non-Housing a) Facilitate economic development and create employment opportunities for area residents; b) Improve public infrastructure and community facilities; c) Improve commercial and neighborhood services in the Old Town Area; and d) Undertake a light industrial area feasibility study and implement a program to facilitate development in the light industrial section of the Project Area. 2. Housing a) Assist in rehabilitating the existing housing stock; and b) Facilitate infill development and new construction of housing in the Project Area. B. Prgiects 1. Non-Housing a) Road realignments/improvements (Main Street reconstruction, Highway 4); b) Support and facilitate infrastructure improvements (Sand Hill improvements, M.A.R.S.H. Revitalization Project, Main Street Park and Old Town Community Entranceway); c) Support job training programs (OPEN Program),- d) rogram);d) Support development of a community center; and e) Undertake an economic feasibility analysis and develop an implementation plan for the light industrial section of the Project Area. 7 2. Housing a) Complete construction of 50 units of senior housing (Golden Oak Manor). b) Initiate construction of 22 units for very low and moderate income physically disabled individuals (Main Street Apartments). 8
