Open the public hearing and receive testimony on the Browman General Plan Amendment; 2. Close the public hearing and concur that the Negative Declaration is adequate for consideration of this request; 3. APPROVE the Browman General Plan Amendment as recommended by the County Planning Commission; 4. Direct the Community Development Department to include the adoption of the Browman General Plan Amendment in the third consolidated General Plan Amendment for 1997. FISCAL IMPACT None. The costs for considering this application have been covered by fees charged to the applicant. The property is located at the intersection of Richmond Parkway and San Pablo Avenue in the Richmond/Pinole area. The site borders the City of Richmond to the south, and is located within the City of Pinole's Sphere of Influence. The site, located at the junction of the Richmond Parkway and San Pablo Avenue, is an appropriate site for commercial uses. It would allow for a commercial building that would provide retail services to the adjacent residential neighborhoods. The Cities of Richmond and Pinole have no objections to the General Plan change. The County Planning Commission unanimously recommended the Board approve the General Plan Amendment for this site. On Tuesday December 2, 1997, the Board held a public hearing on said General Plan Amendment discussed by the Contra Costa County Planning Commission, Resolution No. 31-1997. Notice of said hearing was duly given in the manner required by law. The Board at the hearing, called for testimony of all persons interested in this matter. The Board closed the public hearing and APPROVED the General Plan Amendment and directed staff to include the Browman General Plan Amendment into one of the consolidated General Plan Amendments for 1997 as allowed by State Planning Law.
