SUBJECT: CONTRA COSTA COUNTY BYRON AIRPORT - AUTHORIZATION TO APPLY FOR AND
EXECUTE A CALTRANS LOAN AGREEMENT FOR THE CONSTRUCTION OF AN
AVIATION FUEL FACILITY
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. Recommended Action:
APPROVE and AUTHORIZE the Public Works Director, or his designee, to APPLY FOR and
EXECUTE, on behalf of the County, a California Airport Loan Agreement with Caltrans in the amount of
$300,000.00 for the purchase and installation of a self-fueling aviation fuel system at the Contra Costa
County Byron Airport, under the terms and conditions more particularly described in the loan agreement,
and to RESCIND that Board authorization dated June 17, 1997, for a Caltrans loan in the amount of
$190,000.00.
II. Financial Impact:
The cost of the fueling project will be $300,000.00 of which 100% will be funded through a loan from
Caltrans. The Caltrans loan will be amortized over a fifteen year period,and will be repaid from the Airport
Enterprise Fund. Revenues from the sale of fuel will eve the fuel system.

III. Reasons for Recommendations and Background:
On November 19, 1996,the Board of Supervisors authorized the Public Works Director to apply, on behalf
of the County,to Caltrans' Division of Aeronautics for a loan of$190,000.00 to construct an above-ground
aviation fuel facility at the Byron Airport. On June 17, 1997, the Board authorized the execution of that
agreement. The loan agreement was not executed.
The cost of constructing and installing the fuel system has been increased to $300,000.00. This action will
authorize the modification of the loan application to increase the loan amount from $190,000.00 to
$300,000.00, and will authorize the execution of that loan agreement with the new amount.
IV. Consequences of Negative Action:
The loan application will not be executed, and an alternative source of funding will have to be identified to
pay for the fuel system.
