This facility would provide regular drop-off service to all communities in East Contra Costa County. Like the City of Pittsburg, we believe a full-range, permanent HHW facility is needed in East Contra Costa County. At this time, due to limited funds and staff,the District is unable to respond to the City's request for a proposal to design, build and operate a HHW facility. The Disirict'has"recently adopted a three-year,budget and a fate structure for its current operations. The District, like the Cities and County, is struggling to keep its rates low and still provide the expected services to its customers. In the past, we have invested significant efforts and funds to pursue programs that would serve the City of Pittsburg and others, only to see those programs take another path: We find it difficult to use the District's limited funds on efforts that may not be recovered. In addition to budget concerns,the District has experienced reductions in staff that will make it difficult to commit time to this proposal, especially if there is a possibility that the Cities or County may choose another program. The Delta Diablo Sanitation District Board of Directors has asked me to seek out the willingness of the agencies to participate in a permanent, full-range HHW project led by the District. We believe there are several key questions to be answered before the District can consider preparing a proposal: 1. Will the Cities and County commit finances to the development of a proposal? 2. Will the Cities.and County commit finances to design, permit and build such a facility, if the project costs are$400,000 to $750,000? 3. Are the Cities and County willing to commit finances for the annual operating costs? 4. Is there an underlying assumption by the Cities and County that the District, in the future, will assume the operations costs? 5. The District would expect some form of agreement with the agencies to assure it does not extend funds for the planning and design that will not be reimbursed. _ 6. What level of participation do the agencies expect in the project? The Honorable Mark De Saulmer, Chair Page 2 November 5, 1997 Although these are only a few of the questions that come to mind, we think answers to these are very important in deciding the District's level of participation. We believe a full-range HHW facility is needed in East County and support the efforts to accomplish such a project. If no agreement is reached on the funding of a proposal, we would support an effort led by the City of Pittsburg, or another East County agency,to design, build and operate a facility. Some of the options we think are viable include a facility at the transfer station in Pittsburg,at a City or County corporation yard, or at the current recycle-only HHW site. We look forward to hearing from your staff on the Council's direction, and we hope the District and the County can continue to work together to provide services that benefit all of our customers.
