Recommended Action: DETERMINE that there is a need to continue the emergency action taken by the Board of Supervisors on June 4, 1996, pursuant to Public Contract Code Sections 22035 and 22050, to repair the "Hill 310" Land Creep, Bay Point. II. Financial lmpact: Total cost of repairs cannot be fully determined at this e, but staff is developing an estimate for completion of the repair. Contractor Determine the Need to Continue the Emergency Action Regarding the Repair of 'H111 310 Land Creep December 2, 1997 Page Two ill. Reasons for Recommendations and Background: A. On February 26, 1996, Public Works and Building Inspection were notified that cracks were occurring in Beaulieu Court. The County hired a geotechnical firm to identify the cause of the slide, and recommend and direct remedial actions to mitigate land movement. B. On March 19, 1996, the Board of Supervisors concurred in the County Administrator's proclamation of a local emergency. C. On June 4, 1996, the Board of Supervisors declared an emergency and authorized the Public Works Director to proceed in the most expeditious manner to repair the area subject to creep. D. Repair status: All work associated with the Hill 310 Road Reconstruction project was completed by November 5, 1997. The repair work on eleven residential properties affected by the land creep started on September 8, 1997. Geo Grout Incorporated completed the foundation re-leveling on November 6, 1997. William Dahn Construction has completed approximately 60 percent of the interior and exterior finish work." Weather permitting, this contract work, along with landscape replacement, is expected to be completed by the end of November 1997. IV. -Qonsequences of Negative Action: These projects are part of a series of sequential construction projects that will stabilize the landslide and restore the streets, sidewalks, and residences of the affected neighborhood. A negative action would stop this process.
