Community Development Director DATE: December 2, 1997 .SUBJECT: Adopt Resolution Supporting Town of Danville Application for Funding for Iron Horse Trail SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS Adopt a resolution in support of an application by the Town of Danville for grants in the amount of $126,101 for a crossing of the Iron Horse Trail at San Ramon Valley Boulevard in Danville (see Exhibit A). FISCAL IMPACT None. BACKGROUND/REASONS FOR RECOMMENDATIONS The Iron Horse Trail is becoming a premier nonmotorized transportation facility in central and southwest Contra Costa County. It is located within the former Southern Pacific right-of-way, which was acquired by the County to be preserved as a multi- use facility. Ultimately, the Iron Horse Trail will extend from the Carquinez Strait near Martinez to the Alameda County line in San Ramon. Portions of the trail have not yet been completed. A significant gap has existed in the Town of Danville, at San Ramon Valley Boulevard. An application for a commercial development project at this location has been submitted to the Town of Danville, presenting the opportunity to close this gap in the trail. The developer will be required to construct the trail through County property adjacent to the development site and will contribute toward a trail crossing and intersection improvements at Prospect Avenue, to the north of the site. In addition, the Town of Danville is applying for grants for a trail crossing at San Ramon Valley Boulevard, closing the remaining gap in this area. The total project cost is estimated at $126,101 . On November 3, the Southwest Area Transportation Committee approved a grant request of $50,000 from its Transportation Fund for Clean Air (TFCA) guaranteed funds, and Danville has applied for a grant of $76,101 from the countywide TFCA competitive funds. If the Danville application is not successful, the Town will apply for TFCA Regional Funds from the Bay Area Air Quality Management District and/or Transportation Development Act, Article 3 funds to complete the funding package. j:\evova\d nvltfca.brd THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on December 2, 1997 by the following vote: AYES: Supervisors Rogers, Uilkema, Gerber, Canciamilla, DeSaulnier NOES: None ABSENT: None ABSTAIN: None RESOLUTION NO. 97-648 SUBJECT: RESOLUTION OF THE BOARD OF SUPERVISORS OF ) CONTRA COSTA COUNTY IN SUPPORT OF APPLICATIONS ) BY THE TOWN OF DANVILLE FOR GRANTS TO FUND ) THE CONSTRUCTION OF A CROSSING OF THE IRON HORSE) TRAIL AT SAN RAMON VALLEY BOULEVARD ) The Board of Supervisors of Contra Costa County RESOLVES that: WHEREAS, the County of Contra Costa has acquired title to the former Southern Pacific right-of-way to preserve it as a multi-use facility; and WHEREAS, the Iron Horse Trail is being developed as a major nonmotorized transportation facility between the Carquinez Strait and the Alameda County line, partially within the former Southern Pacific right-of-way; and WHEREAS,development of the Iron Horse Trail is included in the County's General Plan; and WHEREAS, the County has worked closely with the East Bay Regional Park District and the cities along the former Southern Pacific right-of-way to develop the Iron Horse Trail; and WHEREAS, the Town of Danville is applying for grants totaling $126,101 from the Transportation Fund for Clean Air and other sources to construct a trail crossing of the Iron Horse Trail at San Ramon Valley Boulevard; and WHEREAS, the Southwest Area Transportation Committee has agreed to commit $50,000 from its Transportation Fund for Clean Air guaranteed funds for this project; and WHEREAS, the Town of Danville staff has requested the County to be a co-sponsor of this project to help obtain the full amount of grand funding needed to complete this project. NOW, THEREFORE, BE IT RESOLVED, THAT the Board of Supervisors of Contra Costa County supports and agrees to be a co-sponsor of the applications for Transportation Fund for Clean Air grants in the amount of$126,101 for the construction of a trail crossing of the Iron Horse Trail at San Ramon Valley Boulevard; and BE IT FURTHER RESOLVED, THAT copies of this resolution be forwarded to the Town of Danville, the East Bay Regional Park District and to the Contra Costa Transportation Authority.
