HomeMy WebLinkAboutMINUTES - 12161997 - C99 TO: BOARD OF SUPERVISORS Contra Costa FROM: TERRENCE STARR, County Probation Officer County DATE: December 16, 1997 SUBJECT: PERMISSION TO UTILIZE OUT-OF-STATE PLACEMENT FOR CONTRA COSTA COUNTY COURT WARDS co.. srA-coun`� SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: AUTHORIZE the County Probation Officer to enter into an agreement with the Arizona Boys' Ranch for the period January 1 through June 30, 1998 for the placement of delinquent wards of the Juvenile Court in that facility at a monthly cost of$3,846 per ward. FINANCIAL IMPACT: The monthly cost for a placement at Arizona Boys' Ranch is $3,846.00. Although this rate is slightly higher than the average group home cost in California, the cost can be justified for these very difficult to place youngsters who, for the most part, will not be placeable in the State of California. These costs will be funded through the diversion of other funds budgeted in the Probation Department. BACKGROUND: The Arizona Boys' Ranch facility has been in operation for some 50 years and is located in the Tucson, Arizona area. The ranch works with seriously delinquent youngsters and has a strong counseling component as well as an active athletic program, and an emancipation program for older wards. Contra Costa County does not currently deal with out-of-state facilities, but the Juvenile Court has indicated a need for a placement such as the Arizona Boys' Ranch. The Juvenile Court Referees did visit the Arizona Boys' Ranch in September and were highly impressed by the program and facility. Both the Juvenile Justice Commission (JJC) and the Juvenile Planning Advisory Committee (JSPAC) have reviewed the possible use of Arizona Boys' Ranch and have approved that use as part of the continuum of care. In addition to offering a placement for hard to place, seriously delinquent young men, the Arizona Boys' Ranch also represents an option to making commitments at the California Youth Authority. Folders outlining the Ranch program will be made available to Board members prior to this matter being heard.
