FOUNDATION SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: APPROVE and AUTHORIZE the Health Services Director, or designee, to execute a contract with the Making Waves Foundation in the amount of$109,500 to provide education and outreach services for the period January 1, 1998 through December 31, 2000. BACKGROUND: The Making Waves Education Program operates in the West Contra Costa Unified School District. It identifies a group of children who are from low or moderate income families, who are motivated to work toward academic achievement, who are willing to attend academic coaching and teaching, and who have the support and involvement of a parent or guardian. It utilizes students from U.C. Berkeley and San Francisco State University to tutor the young people. The program includes homework support and coaching as well as primary skills teaching and development. The students, who are referred to as "Wave Makers," attend tutoring sessions after school three days a week and for four hours on Saturdays, beginning in the fifth grade and continuing through high school. The first group of "Wave Makers" have done exactly that and are now starting college. A second wave started the program in January of 1995. The program has admitted a third wave which began in September 1997. The funding made available in this contract will allow the creation of a fourth wave. It is anticipated that the funding from the County will be matched by donations from other organizations in the community. -2-
