HomeMy WebLinkAboutMINUTES - 12161997 - C72 c �Z 'f- Contra TO: BOARD OF SUPERVISORS ' Costa FROM: TRANSPORTATION COMMITTEE �Y-q�.==--- County DATE: DECEMBER 1, 1997 SUBJECT: Adopt Resolution Supporting a Grant Application for Funding the Martinez Bike, Park, and Shower Station SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION Adopt a resolution authorizing the Community Development Director to apply for a grant in the amount of$150,000 from the Transportation Fund for Clean Air (TFCA) FY 1998/99 Countywide Competitive Funds to construct and operate a facility to provide showers, changing rooms, clothing lockers, and bicycle parking facilities for bicycle commuters, to be known as the Martinez Bike, Park & Shower Facility. FISCAL IMPACT No impact to County funds. BACKGROUND/REASONS FOR RECOMMENDATIONS The Bay Area Air Quality Management District administers the Transportation Fund for Clean Air, which is derived from a $4.00 surcharge on motor vehicle registration fees in the Bay Area. Funds are allocated to projects which would have a positive effect on_air quality, including bicycle facilities. Bike lockers and showers at work were identified as an incentive that would encourage the use of alternative transportation modes by County employees in downtown Martinez who responded to a 1994 employee transportation survey. In 1995 the Countywide Bicycle Action Plan was prepared, which recommended that showers and clothing lockers should also be provided at the work place for bicycle commuters. City of Martinez staff have indicated that the Martinez railroad station would be made available to house the Martinez BPS Station after passenger rail operations are relocated to the planned Martinez Intermodal Station, which is anticipated to open in early 1999. J:\mjack\4reso2.bo THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on December 16,_ 1997 by the following vote: AYES: Supervisors Rogers, Uilkema, Gerber, Canciamilla, DeSaulnier NOES: None ABSENT: None ABSTAIN: None RESOLUTION NO. 97/ 69_ SUBJECT: RESOLUTION IN SUPPORT OF APPLICATION FOR GRANTS TO ) FUND THE CONSTRUCTION AND OPERATION OF THE MARTINEZ) BIKE, PARK& SHOWER FACILITY AT THE EXISTING ) MARTINEZ RAILROAD STATION ) The Board of Supervisors of Contra Costa County RESOLVES that: WHEREAS, Contra Costa County is a supporter of clean air and wishes to take action to enhance air quality within the San Francisco Bay Area; WHEREAS, Contra Costa County recognizes the practicality of working with the City of Martinez in providing facilities to promote bicycle commuting with Martinez; and WHEREAS, the Community Development Director intends to submit a funding application to the Bay Area Air Quality Management District for funds to help finance the construction and operation of a program to provide showers, clothing lockers, changing rooms, and parking facilities for bicycle commuters traveling to downtown Martinez at the Martinez Amtrak Station after the rail operations are relocated to the planned Martinez Intermodal Facility. NOW, THEREFORE BE IT RESOLVED: 1. That Contra Costa County Board of Supervisors supports the funding application to be submitted by the Community Development Director to the Bay Area Air Quality Management District for funds that would be applied toward the construction and operation of the Martinez Bike, Park & Shower Station. 2. That the Community Development Director is authorized to execute a funding agreement with the Bay Area Air Quality Management District and the City of Martinez for the purpose of the above mentioned project if said application is approved for funding by the Bay Area Air Quality Management District Board of Directors.
