RECOMMENDATION: A. APPROVE AND AUTHORIZE the Director of the Health Services Department or his designee to execute and transmit an application along with the necessary certifications and assurances to the Contra Costa County funds for Community Development Block Grant CDBG Public Service Grant funding for the County's homeless shelter program for single adults at the Central County Shelter in Concord and Brookside Shelter in Richmond. B. APPROVE AND AUTHORIZE the Director of the Health Services Department or his designee to accept any Contra Costa County Community Development Block Grant and to enter into a contract with the Contra Costa County Public Service Grant FY 1998-99 funding and to perform any and all responsibilities in relationship to such contract. II. FISCAL IMPACT: The$100,000,requested in Contra Costa County Cormnui-ty Development Block Grant/Public Services Grant FY 1998- 99 application is necessary for program operations at the Central County Shelter and Brookside Shelter anticipated County funds and grant funding for the homeless shelter program will not cover shelter operations for the entire fiscal year. Funding from Contra Costa County is needed to operate the homeless shelter program at the Central County Shelter and Brookside Shelter twelve months a year and support homeless outreach services in Contra Costa County. County General Funds which support the homeless program will be used as the required 20%match. III. BACKGROUND/REASONS FOR RECOMMENDATIONS The Contra Costa County Community Development Department has issued a request for proposals for Community Development Block Grant Public Service Grant funding for 1998-99. Contra Costa County will provide funding from their Community Development Block Grant entitlement and General Fund. The CDBG program, sponsored by the U.S. Department of Housing and Urban Development (HUD), is a primary source of funds for the Contra Costa County's community development and housing programs, including public or human service activities that benefit low income residents of the Contra Costa County. Accordingly, in order for the State to consider the Local Board recommendation,the Board of Supervisors is requested to approve a resolution certifying that the Health Services Department will comply with all of the requirements of the State Emergency Housing and Assistance Program.
