SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. Recommended Action:
APPROVE and AUTHORIZE the Public Works Director to submit a 1998/99 Community
Development Block Grant Application for the following projects:
• Knightsen Avenue Drainage Improvement
• North Richmond Curb Ramps
• Oakley Curb Ramps (MARSH area) Phase II
II. Financial Impact:
There will be no impact to the General Fund. All of the projects will be funded through Community
Development Block Grant Funds, ad Funds, d/or Redevelopment Agency Funds.

III. Reasons for Recommendations and Background:
Applying for and obtaining grants allows the County to construct more improvements than would
be possible without obtaining grants.
The following is a brief description of each of the projects listed above:
The Knightsen Avenue Drainage Improvements project consists of installing a drain inlet on the
west side of Knightsen Avenue at Delta Road and a culvert under Knightsen Avenue to a
drainage ditch on the east side. Without this drainage improvement water collects at the corner
and floods pedestrian bicycle facilities.
The North Richmond Curb Ramp project consists of installing curb ramps at intersections near
the North Richmond Senior Citizen Center. The curb ramps are needed to facilitate the
movement of people in wheel chairs, and mobility impaired pedestrians along the streets in North
Richmond.
The Oakley Curb Ramp (MARSH area) Phase II project will continue the installation of curb ramps
in the older section of Oakley. It is a goal of the Public Works Department to install curb ramps
throughout the MARSH area. This will, allow mobility impaired pedestrians, and people in wheel
chairs access to the neighborhood and businesses.
IV. Consequences of Negative Action:
Failure to approve the submittal of these applications will eliminate a potential funding source and
possibly delay the construction of the projects.
