SUBJECT: Approve 1998/99 Transportation Development Act Program Applications for Pedestrian
and Bicycle Projects. Countywide.

SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. Recommended Action:
APPROVE and AUTHORIZE the submittal of the following Transportation Development Act (TDA)
applications, Article 3, Bike/Pedestrian projects:
1. O'Hara Avenue Path: This project will construct a path along the west side of O'Hara
Avenue from Laurel Road to Vintage Drive. (East County Project).
2. Newell Avenue Path - Phase II: This project will construct a pedestrian path along the
south side of Newell Avenue from Olympic Boulevard to Magnolia Way and from Lilac
Drive to Circle Drive. (Central County Project).

3. San Pablo Dam Road Bike Detection Project: This project will install bicycle detection
devices at the traffic control signals along San Pablo Dam Road from Bear Creek Road
to EI Portal Drive. (West County Project)
4. Bicycle Safety Education Program: This program is administered by the Contra Costa
County Health Services Department.
II. Financial Impact:
There will be no financial impact to the General Fund. All project costs will be funded with grants
or County road funds.
III. Reasons for Recommendations and Background:
The TDA process allows the County to apply for one project from the East, Central, and West
areas of Contra Costa County. Based on community support, public safety, and readiness for
implementation, these projects were selected as each area's top candidate.
All four pedestrian/bicycle projects are consistent with the County's General Plan Bikeways goals.
The O'Hara Avenue Path project will construct a pedestrian/bicycle path along the west side of
O'Hara Avenue from Laurel Road south to Freedom High School. The need for this path was
brought to the attention of the Public Works Department by the citizens of Oakley.
The Newell Avenue Path - Phase II project will construct a pedestrian path along the south side
of Newell Avenue from Olympic Boulevard to Magnolia Way and from Lilac Drive to Circle Drive.
The need for this path was brought to the attention of the Public Works Department by the
Parkmead Community Association, neighborhood residents, and the Parkmead Elementary
School.
The San Pablo Dam Road Bike Detection project will install bicycle detection devices at the traffic
control signals along San Pablo Dam Road from Bear Creek Road to EI Portal Drive, and at the
EI Portal Drive/Interstate-80 ramps intersections. Since bicyclists are not detected by the existing
traffic controls, they must either wait for other vehicular traffic to trip the traffic control signal, use
the pedestrian button, or make an unsafe and illegal movement. The installation of bicycle
detectors will facilitate bicycle traffic along San Pablo Dam Road.
The Bicycle Safety Education Program provides bicycle safety education and is administrated by
the Contra Costa County Health Services Department.
The Transportation Committee has reviewed the projects and has recommended submittal of the
TDA Grant applications.
The Countywide Bicycle Advisory Committee has reviewed these projects, selected them as the
top priority projects and has recommended submittal of the TDA Grant applications.

IV. Consequences of Negative Action:
Failure to approve these projects and approve the application submittal will eliminate a potential
funding source, and delay accomplishment of the County's General Plan as it relates to bicycle
facilities and pedestrian paths.
