BE IT RESOLVED THAT the Contra Costa County Board of Supervisors in its capacity
as Governing Board of the County of Contra Costa and all districts of which it is the ex
officio Governing Board, APPROVES the attached Side Letter of Agreement (effective
November 20, 1997) between Contra Costa County and SEIU Local 535 to resolve
compensation issues involving Eligibility Work Specialists assigned to General
Assistance.

Re: General Assistance Eligibility Work Specialist Proposal
Dear Ms. Baird:
This letter formally communicates to your organization the County's :proposal to
resolve the compensation issues involving Eligibility Work Specialists assigned to
General Assistance.
The County's proposal is as follows:
incumbents in the Eligibility Work Specialist positions in General :Assistance
ssigned by the Department to perform the following additional duties shall
receive a special assignment compensation of$150.00 per month effective upon
commencement of the additional duties, but not before acceptance of this
Agreement.
The qualifying additional duties for Eligibility Work Specialist are, but riot limited to
the following:
G,ase Management Dutigso (For Level 2 Clients)
Monthly or more frequent appointments with client to: review case plan
developed. by EAS;. monitor and evaluate progress on meeting goals of
plan (barrier removal, etc.); make workfare assignments; discuss prior job
search efforts; make new job search assignment (unsupervised or
supervised); evaluate for employment-related special needs, and issue as
appropriate; modify case plan as needed, and conference with EAS if
necessary. Refer to outside resources for health care, mental health care,

etc. (Clients with substance abuse problems will .participate in; GAADDS.
WE will monitor participation). Modify case plan with client, as needed;
develop follow-up case plan with client.
All time as an Eligibility Work Specialist in an assignment that receives special
assignment compensation shall count towards meeting the minimum
qualifications to take the Social Worker examination.
This special assignment compensation will continue until the completion of any
meet and confer requirements regarding classification and/or compensation
issues affecting this classification arising from the County's Welfare Reform Plan
process.
