No. 97/r BE IT RESOLVED THAT the Contra Costa County Board of Supervisors in its capacity as Governing Board of the County of Contra Costa and all districts of which it is the ex officio Governing Board, APPROVES the attached Side Letter of Agreement (effective November 20, 1997) between Contra Costa County and SEIU Local 535 to resolve compensation issues involving Eligibility Work Specialists assigned to Service Integration Team (SIT). The County's proposal is as follows: Incumbents in the Eligibility Work Specialist positions in SIT assigned by the Department to perform the following additional duties shall receive a special assignment compensation of $150.00 per month effective upon the date of this Agreement. The qualifying additional duties for Eligibility Work Specialist are, but not limited to the following: Expanded Duties of EW Specialists at SIT: Monthly or more frequent appointments with SIT families to: conduct initial and on-going assessment interviews with families; assist in defining short- term and long-term goals to assist families in achieving family stability and economic self-sufficiency; assist in identifying families' barriers/problems to achieving goals; assist in identifying families' strengths/resources to support achieving goals; conference and coordinate with other SITeam members and service providers involved with family; assist in developing case plans, benchmarks and time lines with families; review case plans, benchmarks and time lines; monitor and evaluate progress on meeting goals of plan. Refer families to other services and resources within SIT; f conference with other SITeam members involved with families. Refer families to outside entities for services and resources. Assist in modifying case plans with families, as needed and in developing follow-up case plans with families. Function as an orientation and workshop leader; provide supervision and counseling for job search efforts; direct client to job referrals, maintain job resource board or directory for client use. All time worked as a SIT Eligibility Work Specialist from May 22, 1997 to the date of this agreement by the individuals on the attached list shall count towards meeting the minimum qualifications to take the Social Worker examination. In addition, effective with the date of this agreement, all time worked as a SIT Eligibility Work Specialist in an assignment that receives special assignment compensation shall count towards meeting the minimum qualifications to take the Social Worker examination. This special assignment compensation will continue until the completion of any meet and confer requirements regarding classification and/or compensation issues affecting this classification arising from the County's Welfare Reform Plan process. If the foregoing conforms with your understanding, please indicate your acceptance and approval in the space provided below.
