Martinez,Executive Director DATE: December 16, 1997 SUBJECT: ADOPT RESOLUTION APPROVING SUBMISSION OF AN APPLICATION FOR "WEED AND SEED" DESIGNATION FROM THE U. S.DEPARTMENT OF JUSTICE SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Adopt Resolution No.4028, approving submission of an application to the U. S.Department of Justice seeking designation of the"Weed and Seed"collaboration in the unincorporated communities of North Richmond and Rodeo. II. FINANCIAL IMPACT: None. The application is to receive the Weed and Seed designation only,which will allow the Housing Authority to be more competitive in its solicitation of federal funds. III. REASONS FOR RECOMMENDATION/BACKGROUND Each year federal agencies make federal grants available to communities employing targeted anti-crime and community building efforts. This is competitive funding,and in some cases,makes additional resources available to those communities which have been designated"Weed and Seed"communities. This application will assist the communities of Rodeo and North Richmond to achieve the"Weed and Seed"designation. The Housing Authority has developed the application in close collaboration with the U. S.Attorney's Office,the County Administrator's Office,the Redevelopment Agency,County Sheriff's Department,Probation,and the District Attorney's offices,as well as the North Richmond Municipal Advisory Council,the Rodeo Municipal Advisory Council,residents of both communities,the school districts,non-profit service providers and local businesses. IV. CONSEQUENCES OF NEGATIVE ACTION: Should the Board of Commissioners elect not to adopt Resolution No.4028,the Housing Authority and other County departments would be unable to compete effectively for specifically targeted"Weed and Seed"funding. S. DEPARTMENT OF JUSTICE SEEKING DESIGNATION OF THE"WEED AND SEED" COLLABORATION AND AUTHORIZING EXECUTION WHEREAS, it is the desire of the Board of Commissioners of the Housing Authority of the County of Contra Costa to provide decent,safe and sanitary housing for its tenants; and, WHEREAS,the Housing Authority of the County of Contra Costa (PHA)desires to apply to the U.S.Department of Justice for designation of the"Weed and Seed"collaboration in the unincorporated communities of North Richmond and Rodeo; NOW,THEREFORE,BE IT RESOLVED,by the Board of Commissioners of the Housing Authority of the County of Contra Costa that: 1. The Chair of the Board of Commissioners and the Executive Director are authorized to submit an application for designation as"Weed and Seed" in the communities of North Richmond and Rodeo and submit all appropriate documents required by the application guidelines;and, 2. This Resolution shall be effective immediately. PASSED AND ADOPTED ON December 16, 1997 by the following vote of the Commissioners.
