BARRY, AICP �4q--�-K-- � County COMMUNITY DEVELOPMENT DIRECTOR DATE: DECEMBER 16, 1997 SUBJECT: APPROVE THIRD CONSOLIDATED GENERAL PLAN AMENDMENT FOR 1997 SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS 1. Adopt a resolution approving the third consolidated General Plan Amendment for 1997. 2. Direct the Community Development Department to file the Notices of Determination for the Browman General Plan Amendment and the Rodeo Senior Housing General Plan Amendment, and to file a Notice of Exemption for the Growth Management Element/Public Facilities Element Standard for Sheriffs Facilities General Plan Amendment. FISCAL IMPACT None BACKGROUND/REASONS FOR RECOMMENDATIONS California Planning Law provides that each General Plan Element mandated by the State cannot be amended more than four times in the calendar year 1997. The Board of Supervisors considered the Browman General Plan Amendment at the December 2, 1997 meeting. The Rodeo Senior Housing and the Growth Management Element/Public Facilities Element Standard for Sheriffs Facilities General Plan Amendments are scheduled for the Board's December 9, 1997 meeting. The Board declared its intent to adopt the Browman General Plan Amendment at the December 2, 1997 hearing. December 16, 1997 by the following vote: AYES: Supervisors ROGERS , UILKEMA, GERBER, CANCIAMILLA and DeSAULNIER NOES: NONE ABSENT: NONE ABSTAIN: NONE RESOLUTION NO. 97/ 6 9 7 SUBJECT: Third Consolidated Amendment of the County General Plan ) as it applies to the Richmond/Pinole and the Rodeo area and ) for the County's General Plan Growth Management Element ) and Public Facilities Element Standard for Sheriffs Facilities ) The Board of Supervisors of Contra Costa County RESOLVES that: Part I -General. Contra Costa County is carrying out a program to systematically review the County General Plan for the purposes of keeping the Plan current and maintaining consistency with the County's development ordinance. California Planning Law provides that each General Plan Element mandated by the State cannot be amended more than four times in the calendar year 1997. The Board has considered the proposals described in Parts II, III and IV below to amend the County General Plan and at public hearings declared its intent and directed staff to prepare this resolution for adoption. The Board therefore declares that adoption actions described below are to constitute its third combined amendment affecting the Land Use Element, the Growth Management Element and the Public Facilities/Services Element. Part II - Richmond/Pinole Area. A copy of Resolution No. 31-1997, adopted by the Contra Costa County Planning Commission is on file with this Board in which the Commission sets forth its report on the proposed plan amendment recommending approval of the County General Plan for the Browman General Plan Amendment in the Richmond/Pinole area. The Board of Supervisors has determined to approve this Plan amendment as described in the Board's subsequent Resolution No. 97/647. The Board hereby adopts the amendment to the County General Plan for the Richmond/Pinole area as specified in the Board Resolution No. 97/647 as part of this third combined amendment to the County General Plan, including the filed Plan map which was prepared by the Community Development Department. A copy of the Plan map reflecting this amendment, on file in the office of the Clerk of the Board, shall be endorsed-approved by the Clerk. Part III - Rodeo Area. A copy of Resolution No. 35-1997 adopted by the Contra Costa County Planning Commission is on file with this Board in which the Commission sets forth its report on the proposed plan amendment recommending approval of the County General Plan for the Rodeo Senior Housing Project in the Rodeo area as described in the Board's subsequent Resolution No. 97/661. This Board hereby adopts the amendment to the County General Plan for the Rodeo Senior Housing Project General Plan Amendment as specified in the Board Resolution No. Res . 97/697 Aesolution - Third Consolidated General Plan Amendment of 1997 December 16, 1997 Page 2 97/661 as part of this third combined amendment to the County General Plan, including the filed Plan map which was prepared by the Community Development Department. A copy of the Plan map and Policy text reflecting this amendment, on file in the office of the Clerk of the Board, shall be endorsed-approved by the Clerk. Part IV-Countywide. A copy of Resolution No. 36-1997, adopted by the County Planning Commission sets forth its report on the proposed plan amendment recommending approval of the County's General Plan Growth Management Element and Public Facilities/Services Element Standard for Sheriff Facilities. The Board of Supervisors has determined to approve a plan amendment as described in the Board's subsequent Resolution No. 97/662. The Board hereby adopts the amendment to the General Plan for the Growth Management Element and Public Facilities/Services Element as specified in Board Resolution No. 97/ 662 as part of this third combined amendment to the County General Plan, including the filed text amendments which were prepared by the Community Development Department. A copy of the text reflecting this amendment, on file in the office of the Clerk of the Board, shall be endorsed-approved by the Clerk. Part V-CEQA Notice. The Director of Community Development is hereby directed to file Notices of Determinations for the Browman and the Rodeo Senior Housing General Plan Amendments and a Notice of Exemption for the Growth Management Element and Public Facilities/Services Element.
