SUBJECT: APPROVE SUBMITTAL OF COMMUNITY DEVELOPMENT BLOCK GRANTAPPLICATION
FOR INSTALLATION OF TURF AND IRRIGATION SYSTEM IN THE PLAYGROUND AREA AT

SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. Recommended Action:
APPROVE submittal of a grant application to the Community Development Block Grant(CDBG)Program for
installation of turf and an irrigation system in the playground at Lefty Gomez Ballfield Complex in the Rodeo area.
II. Financial Imgact:
There will not be any impact on the County General Fund. The matching funds for this grant application will be
derived from the Landscaping Assessment District, Zone 38,Rodeo.
III. Reasons for Recommendations and Background:
In 1995 Contra Costa County executed a 50-year Lease Agreement with John Swett School District for the
management and maintenance of the LeW7GomeBallfieldComplex. The existing playground structure was

installed piecemeal over a period of years spanning from the 1950's through the 1980's posed numerous hazards
and was in-accessible for disabled users. In Fiscal Year 1996/97 the CDBG program awarded a grant to replace
the play structure and install the accessibility measures. The playground structure was removed in the fall of 1997
and a new structure and the handicap access measures will be installed in the Spring of 1998. This FY 1998/99
CDBG application seeks to complete the restoration of the playground area with the installation of turf and an
irrigation system throughout the playground area.
IV. Consequences of Negative Action:
Without Board approval the CDBG grant request cannot be submitted.
