SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION
Adopt a resolution sponsoring a grant application by the Contra Costa Centre
Association for Transportation Fund for Clean Air, Fiscal Year 1998-99 Countywide
Competitive Funds in the amount of $44,281 .89 for the acquisition of three commuter
vans.
FISCAL IMPACT
None. County staff oversight of the Pleasant Hill BART TDM program is funded by the
TDM fee account (developer fees).
BACKGROUND/REASONS FOR RECOMMENDATIONS
The County has required a Transportation Demand Management (TDM) program for
the Pleasant Hill BART station area since 1986, as a condition of development
approval as well as by ordinance. This program, which is intended to encourage the
use of alternative modes of transportation by employees in order to mitigate traffic
impacts resulting from the develoment of the area, has been very successful. The

Contra Costa Centre Association was formed by area developers to implement the TDM program. One
of the elements of this program has been an employee vanpool program, and the Centre Association
has acquired eight vans, financed by grants and prepaid developer fees. These vans are currently being
operated between the Pleasant Hill BART Station area and Antioch, Vacaville, San Jose, Vallejo, Dixon
and Stockton, resulting in fewer vehicles on the roadways and substantial energy savings. Vanpools
have been shown to be one of the most cost-effective trip reduction measures, particularly for longer
distance commutes. The eight existing vans have each accrued mileage ranging between 100,000 and
200,000 miles. The Centre Association is interested in replacing three vans this year and would like
to split the cost between grant funds from the Transportation Fund for Clean Air, Fiscal Year 1998-99
Countywide Competitive Funds and developer fees. TFCA applications must be submitted by public
agencies. Consequently, the Centre Association has requested the County to act as sponsor/applicant.

SUBJECT: RESOLUTION SPONSORING AN APPLICATION BY THE CONTRA)
COSTA CENTRE ASSOCIATION FOR A TRANSPORTATION )
FUND FOR CLEAN AIR GRANT TO ACQUIRE VANS )
The Board of Supervisors of Contra Costa County RESOLVES that:
WHEREAS, increasing traffic congestion and deteriorating air quality have resulted
in growing support for commute alternatives, including ridesharing; and
WHEREAS, Contra Costa County has required developers of the Pleasant Hill
BART Station area to develop programs to promote commute alternatives among their
employees; and
WHEREAS, the Contra Costa Centre Association represents employers at the
Pleasant Hill BART station area, an unincorporated area of Contra Costa County; and
WHEREAS, the Contra Costa Centre Association has developed and managed a
comprehensive employee trip reduction program which includes vanpools; and
WHEREAS, the Transportation Fund for Clean Air (TFCA) provides annual grants
for implementation of rideshare programs, and other purposes; and
WHEREAS, the Contra Costa Centre Association has submitted an application for
a TFCA grant in the amount of$44,281.89 to acquire three long distance commuter vans;
NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors of Contra
Costa County agrees to sponsor this application; and
BE IT FURTHER RESOLVED, that copies of this resolution be forwarded to the
Contra Costa Centre Association, TRANSPAC, and the Contra Costa Transportation
Authority.
