County December 16, 1997 Pte, DATE: ---couN SUBJECT: `- Follow-up Information on County Transportation Contracts SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: ACKNOWLEDGE receipt of this information on contracts between the County and various vendors for transportation services provided to certain County department clients and on the issuance of vouchers for use on public transit agencies. BACKGROUND: On October 28, 1997 the Board authorized the Chair to execute a contract with Caltrans to obtain a grant in the amount of$260,500 for a transit incentive program to reduce congestion on roads affected by the 1-680/SR24 interchange reconstruction project and to execute an agreement with the Contra Costa Centre Association to implement the program. During discussion of this matter Board members requested information on contract transportation services provided to county department clients. There was interest in knowing to what extent public transit agencies could be used to meet these client transportation needs. ATTESTED__ TTESTED_Q cX�Q�i��9�� Contact: Gary Brown 335-1039 PHIL BATCHELOR,CLERK OFPHIL BATCHELOR,CLERK OF THE cc: County Administrator SUPERVISORS AND COUNTY ADMINISTRATOR Health Services _ Social Services BY DEPUTY -2- The Health Services Department currently has the following four contracts for transportation services on behalf of its clients: Contractor Service Annual Amount United Council of Transportation for $ 40,000 Spanish Speaking HIV patients Organizations United Council of Transportation for $187,000 Spanish Speaking Hospital and Health Organizations Center clients West Contra Costa Fixed route transportation $ 31,250 Transit Authority between Richmond Health Center and Contra Costa Regional Medical Center Concord Transportation Taxicab transportation $108,000 Services for Regional Medical Center clients In addition to the above contracts, the Health Services Department purchases short-term transportation services from various vendors and issues vouchers for use on public transit agencies such as Contra Costa County Transportation Authority, Bay Area Rapid Transit, Tri Delta Transit and A.C. Transit. The expenditures for these additional services; including the use of public transit vouchers, amounts to about $208,000 per year. The Social Service Department has a minor contract in the amount of$4,500 per year with a vendor for transportation services for a mentally retarded client. However, the department issues about $100,000 per year in vouchers for use by clients on public transit agencies. The transportation contracts with private providers are necessary to meet the transportation on demand needs of the Regional Medical Center and Health Center clients. Public transit agencies operate fixed routes and fixed schedules which are not conducive to the needs of these clients who need to get to medical appointments at all times during the day and many of whom have physical disabilities. At the same time, however, the Health Services and Social Service Departments spend about $300,000 per year on the purchase of public transportation agency vouchers and special client transportation needs. With the implementation of welfare reform and increased emphasis on job training and employment programs, there will most likely be an increased use of subsidized public transit agency services for welfare clients.
