Barry, AICP Interim Community Development Director DATE : December 16, 1997 SUBJECT: Request for Transfer of Community Development Block Grant Funds SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS APPROVE and AUTHORIZE the Deputy Director, Redevelopment to carry forward $368,211 in unexpended Community Development Block Grant (CDBG) funds from the FY 1995/96 CDBG Housing Development Assistance fund (CDBG/HDAF) and $503,767 from the FY 1996/97 CDBG/HDAF to the FY 1997/98 CDBG/HDAF. FISCAL IMPACT No General Fund impact. CDBG funds are provided to the County by the U. S. Department of Housing and Urban Development. BACKGROUND/REASONS FOR RECOMMENDATIONS The transfer of funds from the FY 1995/96 and FY 1996/97 CDBG/HDAF to the FY 1997/98 CDBG/HDAF is necessary in order to consolidate funds for allocation in the current program year. The current balance of the FY 1997/98 CDBG/HDAF is $1, 104 , 300 . Approval of the transfer of funds from preceding years will bring the total to $1, 976 ,278 . Based on preliminary applications and letters of intent received from affordable housing developers, the Department has identified potential requests for CDBG/HDAF funds in the range of $1 . 5 to over $2 . 5 million during FY 1997/98 . kh/15b/HDAF1
