Supervisor Rogers seconded the motion. Paul Cutino, 417 2nd Street, Oakley,presented testimony on the issues . The Board discussed the matter. Leslie Knight, Director, Human Resources Department, advised that she would report back on the issue as soon as possible . Supervisor Smith clarified that the motion was to get clarification on the legal and meet and confer issues and have the Human Resources Director report to the Board on the matter. Supervisor Rogers clarified that the motion was to look at the legality of the matter first and then the meet and confer. IT IS BY THE BOARD ORDERED that the concerns of the Contra Costa Fire District reserve firefighters regarding credits for district employment and local experience were CONSIDERED by the Board of Supervisors; and the Human Resources Director is DIRECTED to report to the Board of Supervisors on December 10, 1996, on the feasibility and the legality of implementing such a system. Tom Torlakson 300 East Leland Road Supervisor, District Five `� Suite 100 Contra Costa County Pittsburg,California 94565-4961 Board of Supervisors o (510)427-8138 MEMORANDUM DATE: October 15, 1996 (by fax--original to follow) TO: Chief Allen Little, Contra Costa Fire Protection District Leslie Knight, Director, Human Resources FROM: Supervisor Tom Torlakson SUBJ: ENTRY-LEVEL FIREFIGHTER APPLICATION PROCESS AND EXPERIENCE "CREDIT" FOR OAKLEY RESERVES -------------------------------------------------------------- I have had conversations with Chief Little and the Oakley reserve firefighters regarding the application process for the entry-level firefighter position and a request by Oakley reserves for consideration of credit in the application process for their experience with the Oakley Fire District. I would like to request that the application process include some method for recognizing these reserves for the outstanding services they have provided as reserve firefighters. I understand the current merit system does not provide for experience "credit' (similar to veterans credit). Can experience credits be granted? Is any change in Board policy needed for that consideration? Is an exemption from the stratified random selection process feasible? Could this exemption serve as a way to "credit' these men and women who have already served the community.-.and have experience in our communities as employees of the Contra Costa Fire District? I understand there are approximately 40 Oakley reserves who might apply for this examination. What percentage would this represent of the total expected to apply for this examination? Please outline any other options under current procedures or others that could be developed by Board of Supervisors policy that could address this issue and recognize local experience and district employment.
