ADDENDUM ITEM D. 28 NOVEMBER 19, 1996 Phil Batchelor, County Administrator, presented a staff report on the issue of building and staff of fire stations in the Pinole area and commented on support for moving into Pinole, but advised of a funding gap of $700, 000, and suggested that the Board might wish to approve the idea in concept of moving into Pinole . Supervisor Smith moved approval of the idea in concept and requested staff to forward to Pinole a proposal identifying that there are $700, 000 of gap monies that have not been specifically found at this point and clarify that consolidation with Pinole would be desired if the financial details could be worked out . Mr. Batchelor commented that the issue may be one of a Joint Powers Agreement (JPA) . Supervisor Torlakson seconded the motion with the understanding that it included consideration of a cost of living increase . Supervisor Smith concurred and advised that the motion included approving the joint services in concept and forwarding to Pinole the financials and the proposal that the Board is suggesting including the options for filling that $700, 000 gap and declaring the intent to work with them to come up with a solution in the next six months . Paul Cutino, 417 2nd Street, Oakley, presented testimony. The vote on the motion was as follows : AYES: Supervisors Rogers, DeSaulnier, Torlakson and Smith NOES : None ABSENT: Supervisor Bishop ABSTAIN: None With respect to the Oakley issue, Supervisor Torlakson moved to direct the staff and the Fire Commission to report to the Finance Committee early in 1997 on the issues of staffing and location and implementation of another fire station in the Oakley area. Supervisor DeSaulnier seconded the motion. Paul Cutino, 417 2nd Street, Oakley, presented testimony.
