SUBJECT: Authorization to submit a Community Services Funding Application to the County
City of Concord requesting funding for a Homeless Employment Program at the Central County Shelter
SPECIFIC REQUEST(S) OR RECOMMENDATIONS)&BACKGROUND AND JUSTIFICATION
I. RECOMMENDATIONS:
A. APPROVE AND AUTHORIZE the Director of the Health Services Department or his designee to
execute and transmit the application along with the necessary certifications and assurances to the City
of Concord Community Development Department, Housing and Community Services Division,
requesting $30,000. in Community Services Funding for a homeless employment program at the
Central County Shelter in Concord.
B. APPROVE AND AUTHORIZE the Director of the Health Services Department or his designee to
accept any City of Concord Community Services Funding FY 1997-98 grant and to enter into a
contract with the City, of Concord Community Development Department, and to perform any and
all responsibilities in relationship to such contract.
II. FISCAL IMPACT:
The$30,000 being requested-in the City of Concord Community Services Funding FY 1997-98 application
is necessary to support a new employment program for homeless adults at the Central County Shelter.
Funding from the City of Concord is needed to operate this new program. Other grant funding requested
for this program will be used as the required 20% match.
III. BACKGROUND/REASONS FOR RECOMMENDATIONS:
The City of Concord and the Community Services Commission have issued a request for proposals for
Community Services Funding for FY 1997-98. The City of Concord will provide funding from the following
sources: Community Development Block Grant entitlement, City of Concord General Fund, City of Concord
Youth and Family Counseling, and City of Concord Child Care Developers' Fee. The CDBG program,
sponsored by the U.S. Department of Housing and Urban Development (HUD) is a primary source of funds
for the City of Concord's community development and housing programs, including public service and
economic development activities that benefit low income residents of the City of Concord.
The Health Services Department is seeking funds to develop an employment training and placement program

and create new jobs for homeless adults at the Central County Shelter. Phase II of the shelter rehabilitation
will include a commercial kitchen which will be used for this training program. This proposal serves to link
employment training, placement, and job creation with emergency shelter and support services. We are
requesting the City of Concord's partnership to support this program which will benefit the city's many
homeless residents who use this shelter program.
