RECOMMENDATIONS: A. APPROVE AND AUTHORIZE the Director of the Health Services Department or his designee to execute and transmit the application along with the necessary certifications and assurances to the City of Concord Community Development Department, Housing and Community Services Division, requesting$75,000. in Community Services Funding for the County's homeless shelter program for single adults at the Central County Shelter in Concord. B. APPROVE AND AUTHORIZE the Director of the Health Services Department or his designee to accept any City of Concord Community Services Funding FY 1997-98 grant and to enter into a contract with the City of Concord Community Development Department, and to perform any and all responsibilities in relationship to such contract. II. FISCAL IMPACT: The$75,000 being requested in the City of Concord Community Services Funding FY 1997-98 application is necessary for program operations at the Central County Shelter. Anticipated County funds and grant funding for the homeless shelter program will not cover shelter operations for the entire fiscal year. Funding from the City of Concord is needed to operate the homeless shelter program at the Central County Shelter twelve months a year. County General Funds which support the homeless program will be used as the required 20% match. III. BACKGROUND/REASONS FOR RECOMMENDATIONS: The City of Concord and the Community Services Commission have issued a request for proposals for Community Services Funding for FY 1997-98. The City of Concord will provide funding from the following sources: Community Development Block Grant entitlement, City of Concord General Fund, City of Concord Youth and Family Counseling, and City of Concord Child Care Developers' Fee, The CDBG program, sponsored by the U.S. Department of Housing and Urban Development (HUD) is a primary source of funds for the City of Concord's community development and housing programs, including public or human service activities that benefit low income residents of the City of Concord. City of Concord support is being requested for the many homeless Concord residents who use this shelter program annually. During FY93/94 and FY 94/95, 49% of the homeless individuals served by the Central County Shelter were residents of Concord. In FY 95/96, 47% of the shelter residents identified themselves as Concord residents.
