SUBJECT: Authorization to submit Community Development Block Grant(CDBG)Application
requesting funding for a Homeless Employment Program at the Central County Shelter
SPECIFIC REOUEST(S)OR RECOMMENDATION(S)ik BACKGROUND AND JUSTIFICATION
I. RECOMMENDATIONS:
A. APPROVE AND AUTHORIZE the Director of the Health Services Department or his designee to
execute and transmit an application along with the necessary certifications and assurances to the
Contra Costa County Community Development Department requesting$30,000, in CDBG Economic
Development funding for a homeless employment program at the Central County Shelter.
B. APPROVE AND AUTHORIZE the Director of the Health Services Department or his designee to
accept any CDBG grant and to enter into a contract with the Contra Costa County Community
Development Department and perform any and all responsibilities in relationship to such contract.
Il. FISCAL IMPACT:
The $30,000 being requested in this County CDBG application is needed to help operate a new
employment program for homeless adults at the Central County Shelter. Other grant funding requested for
this program will be used as the required 25% match.
III. BACKGROUND/REASONS FOR RECOMMENDATIONS:
The Contra Costa County Community Development Department has issued a request for applications for the
1997-98 Contra Costa County Community Development Block Grant (CDBG) Program. The CDBG
program, sponsored by the U.S. Department of Housing and Urban Development (HUD) is a primary source
of funds for the County's community development and housing programs, including social service programs
designed to meet the needs of low- and moderate -income persons and special needs populations.
The Health Services Department is seeking funds to develop an employment training and placement program
and create new jobs for homeless adults at the Central County Shelter. Phase II of the shelter rehabilitation
will include a commercial kitchen which will be used for this training program. This proposal serves to link
employment training, placement, and job creation with emergency shelter and support services. We are
requesting County CDBG Economic Development funding to support this program which will benefit the
many homeless persons who use this shelter program.
