MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: November 19, 1996 SUBJECT: 1997/1998 Community Development Block Grant Applications Project No.: 0676-6P1028 SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. Recommended Action: APPROVE and AUTHORIZE the Public Works Director to submit the following 1997/98 Community Development Block Grant Applications: • Knightsen Avenue Frontage Improvements - Knightsen area • Oakley Area Sidewalks - Oakley area • Alves Lane Sidewalk - Bay Point area • Clearland Drive Median Islands - Bay Point area • Vaqueros Avenue Sidewalk - Rodeo area •. Pacifica Avenue Bike Lanes - Bay Point area • Bailey Road to Bella Vista Avenue Bike Path - Bay Point area • Loftus Road Pedestrian Path - Bay Point area II. Financial Impact: There will be no impact to the General Fund. All of the projects will be funded through Community Development Block Grants, Road Funds, and the Redevelopment Agency. Ill. Reasons for Recommendations and Background: The following is a brief description for each of the applications listed above: The Knightsen Avenue Frontage Improvements project consists of replacing approximately 300 feet of deteriorated sidewalk on Knightsen Avenue. At the north end of the project the proposed sidewalk will connect to a recently completed CDBG funded sidewalk project on A Street. On the south end the project will connect to a sidewalk approved for CD funding that will be constructed concurrently with this project. Reasons for Recommendations and Background: (Cont.) The Oakley Area Sidewalks project consists of installing new sidewalks where none currently exist, and will install curb ramps at the intersections. This work will be done only on the residential streets in the older part of Oakley. The completion of the sidewalks and curb ramps in this area will facilitate access by disabled pedestrians and children going to the Oakley Elementary School. The Alves Lane Sidewalk project consists of installing a 725 linear feet sidewalk along the west side of Alves Lane. This new sidewalk will connect the existing sections of the sidewalk and complete the sidewalk from Virginia Street to Willow Pass Road. The proposed sidewalk will provide safe pedestrian passage along the west side of Alves Lane. The Clearland Drive Median Islands project consists of constructing a median island on Clearland Drive from Willow Pass Road south to Clearland Circle. The completion of this median island will define traffic lanes, slow traffic and improve the safety for pedestrians. The Vaqueros Avenue project consists of constructing 660 feet of curb and sidewalk along the west side of the street and extend the paving to the new curb. This is the first phase of a three- phase project to construct a sidewalk along Vaqueros Avenue between Fourth Street and Seventh Street. The Pacifica Avenue Bike Lanes project consists of widening Pacifica Avenue between Driftwood Drive and the Shore Acres Elementary School and will stripe all of Pacifica Avenue to include bike lanes. Bike Lane signs will be installed along Port Chicago Highway between Willow Pass Road and Pacifica Avenue and along all of Pacifica Avenue. These Bike Lanes will provide defined facilities for children bicycling to the Shore Acres Elementary School, the Riverview Intermediate School and the Rio Vista Elementary School. In addition the bike lanes will provide a safe facility for bicyclists going to and from the Bay Point BART Station. The Bailey Road to Bella Vista Avenue Bike Path project consists of constructing a bicycle path on the East Bay Municipal Utility District right of way between Bailey Road and Bella Vista Avenue. This path will be used by children going to the Bel Aire Elementary School and by pedestrians and bicyclists going to the Bay Point BART Station. The Loftus Road Pedestrian Path project consists of constructing an asphalt concrete pedestrian path on Loftus Road from Willow Pass Road to Hanlon Way. Representatives of the Hanlon Elementary School located on Hanlon Road contacted the County and requested the pedestrian path to improve the safety for students walking along Loftus Road. IV. Consequences of Negative Action: Failure to approve submittal of these applications will eliminate a potential funding source and possibly delay the construction of the projects.
