SUBJECT: SUPPORT FEDERAL LEGISLATION WHICH WOULD PROVIDE A
SPECIAL POSTAL RATE DISCOUNT FOR LOCAL GOVERNMENTS
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
SUPPORT legislation to be introduced in the 105th Congress similar to HR 4136
which was introduced at the end of the 104th Congress which would provide a
special first class postal rate discount for local governments for mass mailings which
are required by Federal or State law.
BACKGROUND:
The Treasurer-Tax Collector, Al Lomeli, has brought to this office's attention the fact
that legislation was introduced in September at the end of the 104th Congress, which
would provide a special first class postal rate discount for local governments for
mass mailings which are required by Federal or State law. The Treasurer-Tax
Collector estimates that the savings to his department alone might be $100,000
annually. In addition, there are major mailings required of the Social Service
Director, Jury Commissioner, Registrar of Voters and many others.
The Treasurer-Tax Collector recommends that the Board of Supervisors take a
support position on this legislation, assuming it parallels HR 4136. This office joins
Mr. Lomeli in this recommendation.

SUBJECT: US POSTAL SERVICE DISCOUNT RATE FOR LOCAL
GOVERNMENT (HR 4136)
The National Association of County Treasurers and Finance Officers (NACTFO)
working through the National Association of Counties (NACo) have found
patrons in Representatives Dave McIntosh (R-IN), Gary Codit (D-CA), Tom
Davis (R-VA) and Robert Goodlatte (R-VA) who introduced HR 4136 to the 104
Congress. This bill requires the U.S. Postal Service to establish a discounted
first class postage rate for local government mailings mandated by state or
federal laws. This bill will be reintroduced in the 105th Congress on January 1,
1997. Those that co-patron now will automatically be listed as co-patrons in
January.
It should be noted that Congressman McIntosh of Indiana is on the Postal
Subcommittee of the Government Reform and Oversight Committee. We now
have a very strong chance of having this bill carried through the proper
channels.
have already telephoned Congressman George Miller and Congressman Bill
Baker urging their support. Therefore, I strongly request that you and the Board
of Supervisors join me in this effort by officially urging Congressmen Miller and
Baker to become co-patrons of HR 4136.
Estimate of savings for this department alone could reach $100,000. This would
not-include the other departments who also have mandated mailings such as
summons, jury duty pay, and voter registration information.

Be it enacted by the Senate and House of Representwives of the United States qfAmerka in Congress
assembled,
SECTION T. REDUCED RATE OF POSTAGE.
The United States Postal Service shall establish a discount presort first-class postage rate for specified
local governmental mailings—
(1)that are mandated by Federal or State law, such as prop"tax statements,summonses,and
jury-duty pay;but
(2)for which no Federal or State funds are provided to local governments to defray the
associated administrative costs.
