REQUEST the Economic Development Committee to report to the 1997 Internal Operations Committee in January 1997 on its recommendations for expanding the charge to the Economic Development Committee to encompass more than the CDBG-related activities and for this purpose refer this matter to the 1997 Internal Operations Committee. BACKGROUND: The Economic Development Committee is a nine-member body appointed by the Board of Supervisors. Appointments have been made to five of the seats. Four remain vacant and there is a pending resignation from the education seat. On May 14, 1996, the Board of Supervisors approved a report from our Committee which included the following recommendations: 2. CONTINUE to limit the scope of work for the Economic Development Committee to Community Development Block Grant (CDBG) related activities until the balance of the seats on the Committee are filled. 3. POSTPONE the solicitation of additional members for the Economic Development Committee until the County has hired an economic development program manager and the scope of work of the Committee has been fully identified. 4. DIRECT the Community Development Director to report to the Internal Operations Committee in October 1996 with recommendations for additional members. On November 4, 1996, our Committee met with Belinda Smith, Planner in the Community Development Department who staffs the Economic Development Committee. She presented the attached report to our Committee and reviewed it with us. We agree with the recommendations for appointments to the Economic Development Committee. While we agree with the need to limit the activities of the Committee to CDBG-related activities at this time, we are also anxious to have all appointments made to the Committee and have the Committee expand its role to other economic development areas. We are, therefore, asking that the Committee report to next year's Internal Operations Committee on its recommendations for an expanded role and charge for the Committee as soon as all seats have been filled. The initial purpose of the Committee is to work with the Community Development Department to develop recommendations to the Board concerning the allocation of Community Development Block Grant (CDBG) funds among eligible economic development projects. The Board also wants the Committee to ultimately act as a policy advisory body to the Board on related economic development matters. As established by the Board, the Economic Development Committee is to consist of nine members, to be nominated by the Internal Operations Committee (IOC), representation is as follows: One labor representative Two education representatives Two small business representative One special district/utility representative One banking finance representative One job training representative One community based organization representative The following Committee seats are still vacant: labor, banking, community based organization, and a small business representative. In June of 1996 Baji Majette-Daniels resigned from the Committee, thereby creating a vacancy in the area of education. REPRESENTATIVES The Community Development Department was directed to solicit nominations for the vacant Committee seats. The Department has issues press releases, and has solicited members of the Contra Costa Economic Partnership, cities and Chambers of Commerce. Staff has spoken to and provided applications to several people. The following individuals have expressed an interest and are recommended for nomination to the Economic Development Committee. • Kristine L. Chase - Professor of Economics, Saint Mary's College of California - representing education (application and resume attached). • The Central Labor Council on October 16, 1996 nominated Mr. Joe Goglio, as the interim representative for labor to the Committee. There are two other individuals who have expressed an interest in serving on the Committee: • Ms. Lisa Damman, Assistance Vice President/Manager of Mechanics Bank in Rodeo. Ms. Damman has expressed her willingness to serve on the Committee and is currently in the process of updating her resume to submit with her application. Ms. Damman would assume the banking position on the Committee. • Mr. Simon B. Bandar, owner Consumers Wholesale in San Pablo. Mr. Bandar is currently president of the San Pablo Rotary Club, and comes highly recommended by the City of San Pablo. Mr. Bandar is a resident of EI Sobrante.
