SUBJECT: APPOINTMENTS TO THE HUMAN RELATIONS COMMISSION
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1. APPOINT to Seat #7 on the Human Relations Commission to complete an
unexpired term ending November 4, 1998:

2. INVITE each of the members of the Newcomers Task Force to indicate his or
her interest in becoming a member of the Human Relations Commission and
`DIRECT the County Administrator's Office to forward to the Board of
Supervisors the names of those members of the Newcomers Task Force who
wish to join the Human Relations Commission for purposes of appointing them
to the Human Relations Commission.
BACKGROUND:
There are several vacancies on the Human Relations Commission and several
members whose terms are expiring have indicated they do not wish to be
reappointed. We have advertised for applicants and have agreed to interview those
members who have already attended a meeting of the Commission. We interviewed
Ms. Ries on November 4, 1996. Ms. Ries lives in Richmond and is a police officer
in East Palo Alto who is currently working with the schools in East Palo Alto. We
believe she would be an outstanding addition to the Human Relations Commission.

Tim Dayonot, Chair of the Commission, indicated that the Executive Committee of
the Commission would be interested in having the core members of the Newcomers
Task Force join the Commission. The Commission would then be willing to assume
the responsibilities which had been outlined for the Newcomers Task Force. This
seems like an eminently sensible idea to our Committee and we are, therefore,
asking that it be pursued.
In a separate report, we are recommending that the size of the Commission be
reduced eventually to nine members. However, we want to make provision for
appointing these members of the Newcomers Task Force to the Commission and
then allow future resignations to reduce the Commission to nine members.
