BACKGROUND: The size of the Human Relations Commission is fixed by County ordinance. Currently, the ordinance provides that the Commission shall have between 15 and 20 members. Our Committee believes that this is much too large a size for most advisory bodies to be able to function effectively. In addition, the Commission has had difficulty keeping members and there has been an almost constant recruitment effort just to keep the Commission close to its permitted size. Our Committee believes that the Commission could function much more effectively if it had nine dedicated members who were committed to making the Commission work. We are, therefore recommending that the eventual size of the Commission be reduced to nine members. However, we want to achieve this level gradually. In another report on the Board's agenda this same date, we are recommending that the core members of the Newcomers Task Force be approached about joining the Human Relations Commission. We want to be able to appoint to the Commission as many of these members as wish to be appointed. We would then propose to freeze the size of the Commission and let future vacancies reduce the Commission's size until it reaches nine members, at which time normal recruitment efforts will be resumed. SECTION I. Sections 26-8.012 and 26-8.014 of the Contra Costa County ordinance Code are amended to read as follows: 26-8.012 Commission, membership, composition, and appointment. (a) The commission shall have nine members. (b) The membership shall be broadly representative of the general public, including, but not limited to, members of business, labor, religious groups, education; criminal justice, community organizations,and city representatives characteristic of the county's diverse population with respect to sex, sexual orientation, ethnicity, disability, economic disadvantage or age. (c) Commission members shall be appointed by the board of supervisors as a whole from among individuals formally applying for or nominated for membership,taking into consideration, among other things, the various religious, racial; nationality-and-.political groups in the county; A11,members of the commission must be county,residents,.and!_at least one commission member must reside in each.supervisorial district. . (Govt-.-Code. § 50260 et se Ords. 96_ §I, 94-14 §41, 9335; 88-31; 86=84. 84-64- 69-2.) 26-8.014 Terms. (a) The commissioners, upon appointment, shall serve a term of three years until their successors are duly appointed. Any vacancy shall be filled for the unexpired term in the same manner as the original appointment. (b) Commissioners may not be appointed to more than two full three-year terms. This does not include initial appointments by lot or unexpired terms of less than three years. (c) A vacancy shall exist and shall be reported to the board of supervisors whenever a commissioner has three consecutive absences from regular meetings of the commission. (Govt. Code § 50262, Ords. 96- §I, 86-84 § II, 81-64, 69-62.) ORDINANCE NO. 96- 1 SECTION II. Not withstanding the provisions of SECTION I, commission members serving on the date this ordinance is passed may serve until the end of their current three year terms but no longer, and no new members shall be appointed so long as more than nine commission members are serving. SECTION III. . EFFECTIVE DATE. This ordinance becomes effective 30 days after passage, and within 15 days after passage shall be published once with the names of supervisors, voting for and against it in the , a newspaper published in this County.
