HomeMy WebLinkAboutMINUTES - 11191996 - C167 Contra TO: BOARD OF SUPERVISORS ' Costa x �i:n iz FROM: Supervisor Tom TOrlakson gyp, a County DATE: November 19, 1996 SUBJECT: REFER TO THE INTERNAL OPERATIONS COMMITTEE THE ASSIGNMENT OF IDENTIFYING SOME MEANS OF INCREASING PUBLIC REVIEW OF FLOOD CONTROL PROJECTS AND FLOOD MANAGEMENT PLANS THAT AFFECT THE CREEKS OF CONTRA COSTA SPECIFIC REQUEST(S)OR RECOMMENDATION(S)AND JUSTIFICATION RECOMMENDED ACTION: Refer to the Internal Operations Committee the assignment of identifying some means of increasing public review of flood control projects and flood management plans that affect the creeks of Contra Costa county. Consider either a special planning advisory committee or a subcommittee of the Countywide Planning Commission that could be enhanced with additional members of the public who have an interest in creeks or a professional expertise that may contribute to comprehensive planning. Some of the functions to be considered for such an advisory body or subcommittee would be: • Assisting in the resolution of county stream management conflicts from cities, local districts or citizen groups. • Help evaluate technical issues and options to resolve conflicts or to establish pro-active programs or projects to minimize or avoid conflicts. • Make recommendations to the County Public Works Department, Community Development Departments and other relevant departments regarding the reasonable resolution of conflicts or to take actions to improve the environmental condition and protection of its streams. • Make recommendations to the Board of Supervisors on the resolution of conflicts, enhancement and protection measures for the County's streams. • Propose stream and watershed management alternatives which can best mutually meet both flood and erosion damage reduction and environmental objectives. • Review the adequacy, effectiveness and coordination of the county's ordinances affecting streams. • Provide a report to the Board of Supervisors on the feasibility and benefits of a County Streams Management Plan. This would involve identifying non-county funding sources and evaluating similar efforts of areas such as Sacramento, San Luis Obispo and Santa Barbara counties. ;,64 CONTINUED ON ATTACHMENT: X YES SIGNATURE: ! Referral,Creeks) Page Two Composition of the committee or subcommittee might be as follows: • Two appointees from each supervisorial district to serve as liaisons with the cities and municipal advisory councils located in each district. These individuals should be chosen from among those who have demonstrated an active interest in urban watershed management. • A civil engineer with a background in stream ecology. • A stream restoration ecologist. • A representative of a fishing organization. • A representative of the East Bay Regional Park District. • A biologist from the Department of Fish and Game. • A representative of the San Francisco Bay Area Water Resources Control Board and/or the Central Valley Water Resources Control Board. • A representative of the Urban Creeks Council. • A representative of the Save San Francisco Bay Association. Staffing of any committee and the funding associated with that staffing is an issue that should be addressed by the Internal Operations Committee. BACKGROUND INFORMATION: I have received numerous inquiries and comments from individuals and organizations concerned with the planning and management of the County's streams and creeks. Involving those individuals, as well as including planners and engineers, in this process would be a positive step.
