SUBJECT: Authorization to submit Community Services Funding Application to the City of Concord
request funding for the rehabilitation of the Central County Shelter
SPECIFIC REQUEST(S)OR RECOMMENDATIONS(S)8 BACKGROUND AND JUSTIFICATION
I. RECOMMENDATIONS:
A. APPROVE AND AUTHORIZE the Executive Director of the Housing Authority of the County of
Contra Costa or his designee to execute and transmit an application along with the necessary
certifications and assurances to the City of Concord Community Development Department, Housing
and Community Services Division, requesting $125,000. in Community Services Funding for the
rehabilitation of the Central County Shelter.
B. APPROVE AND AUTHORIZE the Executive Director of the Housing Authority or his designee to
accept any City of Concord Community Services Funding FY 1997-98 grant and to enter into a
contract with the City of Concord Community Development Department and perform any and all
responsibilities in relationship to such contract.
II. FISCAL RAPACT:
The$125,000 being requested in this CDBG application is necessary for Phase II of the rehabilitation of the
Central County Shelter. An estimated $473,708. is still needed to complete the rehabilitation of the shelter.
Grant proposals are being prepared at this time to fund this final phase. The required 20% in matching funds
will come from other public or private funding applications pending for Phase II.
III. BACKGROUND/REASONS FOR RECOMMENDATIONS:
The City of Concord and the Community Services Commission have issued a request for proposals for
Community Services Funding for FY 1997-98. The City of Concord will provide funding from the following
sources: Community Development Block Grant entitlement, City of Concord General Fund, City of Concord
Youth and Family Counseling, and City of Concord Child Care Developers' Fee. The CDBG program,
sponsored by the U.S. Department of Housing and Urban Development (HUD) is a primary source of funds
for the City of Concord's community development and housing programs, including public or human service
activities that benefit low income residents of the City of Concord. The Housing Authority, on behalf of
the County, is requesting CDBG Housing Program funds to assist with the completion of this final phase
of shelter rehabilitation. Phase II includes the commercial training kitchen, the dining/multi-purpose room,
the classroom building,two window walls with courtyards, site improvements, landscaping and an outdoor
recreation area. A successful capital campaign to complete Phase II of the rehabilitation in 1997 will allow
the County's Homeless Program to implement an employment training program at the Central County Shelter.
