RECOMMENDATIONS: A. APPROVE AND AUTHORIZE the Executive Director of the Housing Authority of the County of Contra Costa or his designee to execute and transmit an application along with the necessary certifications and assurances to the Contra Costa County Community Development Department requesting $125,000. in CDBG funds for the rehabilitation of the Central County Shelter. B. APPROVE AND AUTHORIZE the Executive Director of the Housing Authority or his designee to accept any CDBG grant and to enter into a contract with the Contra Costa County Community Development Department and perform any and all responsibilities in relationship to such contract. II. FISCAL IMPACT: The$125,000 being requested in this CDBG application is necessary for Phase II of the rehabilitation of the Central County Shelter. An estimated $473,708. is still needed to complete the rehabilitation of the shelter. Grant proposals are being prepared at this time to fund this final phase. The required 25% in matching funds will come from other public or private funding applications pending for Phase II. III. BACKGROUND/REASONS FOR RECOMMENDATIONS: The Contra Costa County Community Development Department has issued a request for applications for the 1997-98 Contra Costa County Community Development Block Grant (CDBG) Program. The CDBG program, sponsored by the U.S. Department of Housing and Urban Development (HUD) is a primary source of funds for the County's community development and housing programs, including social service programs designed to meet the needs of low- and moderate -income persons and special needs populations. The Housing Authority, on behalf of the County, is requesting CDBG Housing Program funds to assist with the completion of this final phase of shelter rehabilitation. Phase II includes the commercial training kitchen, the dining/ multi-purpose room, the classroom building, two window walls with courtyards, site improvements,landscaping and an outdoor recreation area. A successful capital campaign to complete Phase II of the rehabilitation in 1997 will allow the County's Homeless Program to implement an employment training program at the Central County Shelter.
