Martinez,Executive Director DATE: November 12, 1996 SUBJECT: AUTHORIZE THE EXECUTIVE DIRECTOR TO SUBMIT APPLICATION FOR FUNDS FROM THE COUNTY OF CONTRA COSTA COMMUNITY DEVELOPMENT BLOCK GRANT FOR RENTAL REHABILITATION PROGRAM SPECIFIC REQUEST(S)OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION L RECOMMENDED ACTION: AUTHORIZE the Executive Director of the Housing Authority of the County of Contra Costa to submit an application for$250,000 in funding from the Federal Community Development Block Grant(CDBG)Program for 1997-98 to continue the Rental Rehabilitation Program;and to execute all forms necessary in this endeavor, as recommended by the Advisory Housing Commission. IL FINANCIAL IMPACT: Funding comes from the County's allocation of Federal CDBG funds and is necessary to cover administration and to leverage privately supplied rehabilitation funds. Without the$250,000 in CDBG funding the continuation of this successful established program is jeopardized. The$250,000 in CDBG funding is estimated to yield$500,000 or more in rehabilitation activity. III. REASONS FOR RECOMMENDATION/BACKGROUND There is a demonstrated need for decent affordable rental housing for Lower Income Families countywide. In the past nine years the Housing Authority successfully obtained County CDBG funds to implement the program and leverage private investment to meet this need. To date the Rental Rehabilitation Program committed$3,369,933 in funds leveraging$6,166,479 in completed rehab work on 514 units of affordable rental housing. It is estimated that 30 more units will be rehabilitated with 1997 CDBG funding. IV. CONSEQUENCES OF NEGATIVE ACTION: Should the Board of Commissioners elect not to authorize the Executive Director to submit an application for funds from the County's CDBG Program, fewer affordable and decent rental housing units will be available to low income families in the Urban County. Neglect of deteriorated housing leads to poor environments for citizens and a decreased tax base affecting the entire County. The Board of Commissioners would be adopting a posture contrary to its position of using these funds to provide decent, safe and sanitary housing for low income families.
